Book excerpt: L'industrie minière est depuis quelques années, la cible d'une critique soutenue dans plusieurs pays à cause de la faible amélioration des conditions économiques et sociales des pays riches en ressources minérales, mais aussi de l'ampleur des impacts environnementaux et sociaux qu'elle engendre. L'industrie, ainsi que les institutions qui la soutiennent, ont été invitées à réorienter leurs pratiques afin de mieux se conformer aux valeurs émergentes qui ont trait à la protection environnementale et à l'équité sociale. Plusieurs propositions ont été élaborées par les acteurs corporatifs et institutionnels, avec pour objectif de favoriser la transition de l'industrie minière vers un développement durable. Cependant, compte tenu des interprétations multiples dont ce concept peut faire l'objet, on voit émerger une multitude de réponses, sans avoir pour autant la garantie de s'orienter vers l'objectif désiré. Ainsi, des insatisfactions demeurent, de telle sorte que les revendications à l'endroit de l'industrie n'ont pas faibli. Sur le plan théorique, les avenues proposées jusqu'ici, (responsabilité sociale corporative et gestion transparente de la rente minière) prennent appui sur la théorie économique néoclassique dont les ajustements, dans le cadre des débats sur le développement durable, ne permettent pas de répondre aux préoccupations qui ont donné naissance au concept. Dans ces conditions, nous avons recours à des perspectives d'économie écologique, de sociologie économique et d'économie politique, afin de proposer une compréhension institutionnaliste du développement durable, susceptible d'être utilisée pour l'analyse des enjeux de l'exploitation minière. Nous proposons, à l'aide du concept redéfini de gouvernance, un renouvellement des arrangements institutionnels présidant au fonctionnement du secteur minier et une revalorisation du rôle de l'État, de manière à poursuivre des objectifs de développement durable. It is now recognised as being highly beneficial in the analysis of poverty and inequality, but also in the redefinition of policies aimed at improving the well-being of individuals. The approach has been applied within numerous sectors, from health and education to sustainable development, but beyond the obvious interest that it represents for the classical economics tradition, it has also encountered certain limitations. While acknowledging the undeniable progress that the approach has made in renewing the thinking on the development and well-being of a population, this book takes a critical stance. It focuses particularly on the approach’s inadequacy vis-à-vis the continental phenomenological tradition and draws conclusions about the economic analysis of development. In a more specific sense, it highlights the fact that the approach is too bound by standard economic logic, which has prevented it from taking account of a key ‘person’ dimension — namely, the ability of an individual to assume responsibility. As a result, this book advocates the notion that if the approach is used carelessly in relation to development policies, it can cause a number of pernicious effects, some of which may lead to disastrous consequences. Due to its multidisciplinary nature, this book will be of interest to those working in the fields of economics, philosophy, development studies and sociology.

Book excerpt: Despite the difference in their populations and political status, New Caledonia and Papua New Guinea have comparable levels of economic dependence on the extraction and export of mineral resources. For this reason, the costs and benefits of large-scale mining projects for indigenous communities has been a major political issue in both jurisdictions, and one that has come to be negotiated through multiple channels at different levels of political organisation. The ‘resource boom’ that took place in the early years of the current century has only served to intensify the political contests and conflicts that surround the distribution of social, economic and environmental costs and benefits between community members and other ‘stakeholders’ in the large-scale mining industry. However, the mutual isolation of Anglophone and Francophone scholars has formed a barrier to systematic comparison of the relationship between large-scale mines and local-level politics in Papua New Guinea and New Caledonia, despite their geographical proximity. This collection of essays represents an effort to overcome this barrier, but is also intended as a major contribution to the growth of academic and political debate about the social impact of the large-scale mining industry in Melanesia and beyond.
