Book excerpt: For the time being African philosophy is treated regularly in research and in teaching at two European scientific institutions: at the University of Vienna and at Erasmus University Rotterdam. In October 1993 there have been held two conferences of Western and African philosophers at both universities. Eleven African and nine Western scholars participated as speakers in these conferences. Four African speakers gave lectures at the Vienna and at the Rotterdam conference. The Vienna conference dealt with general questions of postcolonial philosophy in Africa. The conference at Rotterdam focused on the processes of democratization in African countries since 1989. This volume contains the papers of both conferences.

Book excerpt: In this sequel to A Critique of Modernity, Alain Touraine questions the social and cultural content of democracy today. At a time when state power is being increasingly eroded by the economic might of transnational capital, what possible value can we ascribe to a democratic idea that is defined merely as a set of guarantees against the totalitarian state? If democracy is to survive in the postcommunist world, Touraine argues, it must accomplish two urgent goals: It must somehow protect the power of the nation-state at the same time as it limits that power (for only the state has sufficient means to counterbalance the global corporate wielders of money and information); and it must reconcile social diversity with social unity and individual liberty with integration. This is not merely a philosophical problem but a dilemma whose resolution will dramatically affect the immediate future of people everywhere. If we want a resolution in democracy's favor, then it is time, in Touraine's view, for us to redefine democracy in terms of active intervention rather than mere passive institution. To preserve the power and effectiveness of our states and societies, we must make visible strides?and soon?away from a politics of particularity and toward the integration and balancing of women and minorities, of immigrants, of rich and poor. If our states become too weakened, too debased by the politics of competing identities and interest groups, we will one day find ourselves without the means to protect the very values we believe we are fighting to uphold.

Book excerpt: Elections have always been an integral part of post-independence African politics and have assumed utmost importance in the course of recent democratisation processes. However, comparative research on the political development in Africa lacks reliable electoral data. Elections in Africa fills this cap. The handbook is the only reliable source for African elections from independence to present. In the first volume of this series, Elections in Africa presents a country-by-country study of African nations that provides a comparative introduction on elections and electoral systems. Each country chapter examines the history of the institutional and electoral arrangements, the evolution of suffrage and current electoral provisions. Precise and exhaustive data on national elections and referendums are presented comparatively. The book provides a definitive and comprehensive set of data on elections and electoral systems in order to facilitate comparative research. Data is presented in a systematic manner allowing for both historical and cross-national comparisons.

Available in PDF, EPUB and Kindle. Book excerpt: Paul Ricoeur, with Rawls, Walzer, and Habermas as some of his main interlocutors, has developed a substantial and distinctive body of political thought. On the one hand, it articulates a rich conception of the paradoxical character of the domain of politics. On the other, it provides a fresh approach to such major topics as the relationship among politics, economics, and ethics and between concern for universal human rights and respect for cultural plurality. His work, rooted as it is in Aristotle, Kant, and Hegel, also provides resources for a fruitful rethinking of the issues at stake in the liberal-communitarian debate.
