Actualiza el pensamiento que Rousseau expone en su obra cumbre, El contrato social, publicada en el siglo XVII, sobre todo si se considera que en algunos paises como Peru, la democracia como sistema de gobierno se ha degenerado y convertido en una modalidad de exclusion y opresion de los pobres. Las innovaciones trascendentes consisten en la organizacion y activacion del Estado-Pueblo para la recuperacion y administracion racional de la soberania popular; la formalizacion del contrato social con el Estado-Gobierno, y un sistema anticorrupcion eficaz. Se establece una relacion justa y equitativa entre las partes contratantes. El segundo proyecto, "La Segunda Independencia de Peru," es un proyecto que se sustenta conceptualmente en la exploracion exhaustiva del pasado, el diagnostico experimental del presente y el diseno estructural de la nueva republica, dentro de la concepcion del modelo de Democracia Real del siglo XXI. Es un pensamiento que, sin duda, interpreta el sentimiento de todos los peruanos sobre la necesidad de grandes cambios en Peru, cambios que podran realizarse si se dan las condiciones planteadas en este proyecto. Dificil, si no imposible, que alguien con sano juicio se proclame en contra de esta propuesta, toda vez que su asepsia ideologica la hace absolutamente razonable. Book excerpt: Who Should Rule? traces the ambitious imperial reform that empowered new and competing political actors in an era of intense imperial competition, war, and the breakdown of the Spanish empire. Mónica Ricketts examines the rise of men of letters and military officers in two central areas of the Spanish world: the viceroyalty of Peru and Spain. This was a disruptive, dynamic, and long process of common imperial origins. In 1700, two dynastic lines, the Spanish Habsburgs and the French Bourbons, disputed the succession to the Spanish throne. After more than a decade of war, the latter prevailed. Suspicious of the old Spanish court circles, the new Bourbon Crown sought meritorious subjects for its ministries, men of letters and military officers of good training among the provincial elites. Writers and lawyers were to produce new legislation to radically transform the Spanish world. They would reform the educational system and propagate useful knowledge. Military officers would defend the monarchy in this new era of imperial competition. Additionally, they would govern. From the start, the rise of these political actors in the Spanish world was an uneven process. Military officers became a new and somewhat solid corps. In contrast, the rise of men of letters confronted constant opposition. Rooted elites in both Spain and Peru resisted any attempts at curtailing their power and prerogatives and undermined the reform of education and traditions. As a consequence, men of letters found limited spaces in which to exercise their new authority, but they aimed for more. A succession of wars and insurgencies in America fueled the struggles for power between these two groups, paving the way for decades of unrest. Emphasizing the continuities and connections between the Spanish worlds on both sides of the Atlantic, this work offers new perspectives on the breakdown of the empire, the rise of modern politics in Spanish America, and the transition to Peruvian independence.

For the past three decades, Peru has showcased a political universe populated by amateur politicians and the dominance of personalism as the main party–voter linkage form. The study peruses the post-2000 evolution of some of the key Peruvian electoral vehicles and classifies the partisan universe as a party non-system. There are several elements endogenous to personalist electoral vehicles that perpetuate partylessness, contributing to the absence of party building. The book also examines electoral dynamics in partyless settings, centrally shaped by effective electoral supply, personal brands, contingency, and iterated rounds of strategic voting calculi. Given the scarcity of information electoral vehicles provide, as well as the enormously complex political environment Peruvian citizens inhabit, personal brands provide readymade informational shortcuts that simplify the political world. The concept of “negative legitimacy environments” is furnished to capture political settings comprised of supermajorities of floating voters, pervasive negative political identities, and a generic citizen preference for newcomers and political outsiders. Such environments, increasingly present throughout Latin America, produce several deleterious effects, including high political uncertainty, incumbency disadvantage, and political time compression. Peru’s “democracy without parties” fails to deliver essential democratic functions including governability, responsiveness, horizontal and vertical accountability, or democratic representation, among others.
