Markovits and Simon Reich sketch diametrically different interpretations than are frequently offered by commentators. One is that Germany, well aware of the Holocaust, has been 'Europeanized' and is now prepared to serve as the capitalist and democratic locomotive that powers Europe. The other is that the proclivities behind Auschwitz have been suppressed rather than obliterated from the German psyche. Germany's liberal democracy was imposed by the allied victors, according to this view, and will one day dissolve, revealing the old expansionist tendencies to try to 'Germanize' all of Europe. Markovits and Reich argue that benign contemporary assessments of Germany's postwar democracy, combined with admiration for the country's economic achievements, contribute to German influence far greater than military might was able to achieve. Yet, at the same time, some Germans have internalized liberal and pacifist principles and now see their nation as powerless, simply a larger Switzerland. As a result, while the Germans have enormous influence and latitude, they have not taken responsibility for leadership. The prime reason for this gap beween ideology and structure, Markovits and Reich suggest, lies in the politics of collective memory.

Book excerpt: The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. Focusing on the multiterm European Commission presidents Walter Hallstein, Jacques Delors, and José Manuel Barroso, this book conceptualizes their political leadership as a performance, and thus systematically analyzes their agenda-setting, mediative-institutional, and public outreach performance over the entire course of their presidential terms.

Book excerpt: The European expansion to Asia was driven by the desire for spices and Asian luxury products. Its results, however, exceeded the mere exchange of commodities and precious metals. The meeting of Asia and Europe signaled not only the beginnings of a global market but also a change in taste and lifestyle that influences our lives even today. Manifold kinds of cultural transfers evolved within a market framework that was not just confined to intercontinental and intra-Asiatic trade. In Europe and Asia markets for specific cultural products emerged and the transfers of objects affected domestic arts and craft production. Traditionally, relations between Europe and Asia have been studied in a hegemonic perspective, with Europe as the dominant political and economic centre. Even with respect to cultural exchange, the model of diffusion regarded Europe as the centre, and Asia the recipient, whereby Asian objects in Europe became exotica in the Kunst- und Wunderkammern. Conceptions of Europe and Asia as two monolithic regions emerged in this context. However, with the current process of globalization these constructions and the underlying models of cultural exchange have come under scrutiny. For this reason, the book focuses on cultural exchange between different European and Asian civilizations, whereby the reciprocal complexities of cultural transfers are at the centre of observation. By investigating art markets, workshops and collections in Europe and Asia the contributors exemplify the varieties of cultural exchange. The book examines the changing roles of Asian objects in European material culture and collections and puts a special emphasis on the reception of European visual arts in colonial settlements in Asia as well as in different Asian societies.
