Beide Runden sind Ausdruck von dreiseitigem Korporatismus beziehungsweise dreiseitiger Konzertierung auf der so genannten Makroebene. In dieser Arbeit sollen die beiden tripartistischen Makrokonzertierungen als Beispiele des deutschen Korporatismus beleuchtet werden. Dabei wird es um die Gründe ihres Entstehens, die Teilnehmer und deren Beteiligungshintergrund, die Organisation der Bündnisse, deren Verlauf und Bewertung gehen. Das geschieht vor dem Hintergrund der Entwicklung des Korporatismus in Deutschland und den sich verändernden Rahmenbedingungen – beide Themen werden in der Vorbetrachtung beleuchtet. Against this background, this volume examines three key themes: the challenge to the power of member states - as subjects of European integration - to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena experienced by member states as objects of European integration; and the contestation over both the 'constitutive politics of the EU' and specific policy choices. These three themes - power, constraint and contestation - and their interdependence are explored with specific reference to contemporary Germany. The main findings call for a revision of the 'conventional wisdom' about Germany's Europeanization experience. First, while Germany continues to engage intensively in all aspects of the integration process, its power to 'upload' - 'hard' and 'soft', 'deliberate' or 'unintentional', 'institutional' or 'ideational' - appears in decline. Germany's capacity to 'shape its regional milieu' is challenged by both changes in the integration process and the ever more apparent weaknesses of the 'German model'. The traditional regional core milieu is shrinking in size and importance in an enlarging Europe, and Germany's milieu-shaping power is being challenged. Second, the coincidence of enabling and constraining effects is being progressively replaced by a discourse that notes unwelcome constrictions associated with EU membership. The book's findings suggest that key political institutions and processes in the Federal Republic have not co-evolved with the integration process, but lead an, at times, uncomfortable co-existence. Third, domestic contestation over both everyday EU policy and the constitutional politics of integration seems set to increase. There are, as yet, no indications that these domestic conflicts will reach an intensity comparable to that of the 1950s. However, both the 'permissive' mass consensus and, perhaps more importantly, élite consensus are being tested to their limits. This volume is essential reading for students of comparative European politics and German studies.

The New Labour governments in Britain and the Social Democratic coalition governments in Germany have been introducing a range of reform policies designed to reform the welfare state and increase the respective country's competitiveness in the global market. In both countries, however, these policies have triggered societal resistance. The governing parties had to confront electoral setbacks, an exodus of party members, strains on the relationship with traditional political allies, and an increasingly alienated public. Within this context, this book focuses on the tensions between two key parameters in contemporary modernisation discourses: economic efficiency and democratic renewal. Political elites in many European countries are presenting the achievement of efficiency gains as a primary objective of globalisation-induced societal reform. At the same time civic empowerment and the engagement of civil society are widely regarded as essential for increasing the quality, legitimacy, and effectiveness of public policy making. But can these two goals be achieved at the same time? What exactly does the highly contested term efficiency imply? What is its relationship towards the equally ambiguous goal of democratic renewal? Interspersed between these most commonly named elements are the following: First, the high political integrating force of the German Model after WWII was based on the adoption and transformation of corporatist political structures from National Socialist Germany. Liberal capitalism was (re)introduced under political competition between Christian Democrats and Social Democrats, who eventually found common ground in the politically mediated compromise between capital and labor: “This compromise was negotiated and institutionalized at a time when the communist wing of the workers movement and the authoritarian voices of German capital – for various reasons – were excluded from political participation” (Streeck, 1999, p. 15; translation: SB). The partnership between firms and unions manifested itself in manifold institutional structures. Apart from the social partners’ autonomy in matters of wage policy, worker codetermination at plant level and in operations is regarded as one of the special achievements of the German Model and has contributed substantially to social peace. The political coordination forms of concerted action, round tables, as well as modernization and crisis cartels gave birth to a highly complex political decision-making structure which, based on a federalist setup, has rightly been called “negotiation state” (Esser, 1998, p. 123). Second, the material foundation of this “Social Democratic class compromise” (Buci-Glucksmann & Therborn, 1981) consisted in the Federal Republic’s – in the words of Göste Esping-Andersen – “conservative-liberal” form of welfare state.

Book excerpt: The Presidentialization of Politics shows that the politics of democratic societies is moving towards a presidentialized working mode, even in the absence of formal institutional changes. These developments can be explained by a combination of long-term structural changes in modern politics and societies' contingent factors which fluctuate over time. While these contingent, short-term factors relate to the personalities of office holders, the overall political agenda, and the majority situation in parliament, there are several structural factors which are relatively uniform across modern nations. First, the internationalization of modern politics (which is particularly pronounced within the European Union) has led to an 'executive bias' of the political process which has strengthened the role of political top elites vis-à-vis their parliamentary groups and/or their parties. Their predominance has been amplified further by the vastly expanded steering capacities of state machineries which have severely reduced the scope of effective parliamentary control. At the same time, the declining stability of political alignments has increased the proportion of citizens whose voting decisions are not constrained by long-standing party loyalties. In conjunction with the mediatization of politics, this has increased the capacity of political leaders to by-pass their party machines and to appeal directly to voters. As a result, three interrelated processes have led to a political process increasingly moulded by the inherent logic of presidentialism: increasing leadership power and autonomy within the political executive; increasing leadership power and autonomy within political parties; and increasingly leadership-centred electoral processes. The book presents evidence for this process of presidentialization for 14 modern democracies (including the US and Canada). While there are substantial cross-national differences, the overall thesis holds: modern democracies are increasingly following a presidential logic of governance through which leadership is becoming more central and more powerful, but also increasingly dependent on successful immediate appeal to the mass public. Implications for democratic theory are considered.
