Available in PDF, EPUB and Kindle. Book excerpt: With nearly twenty-five million citizens, a secretive totalitarian dictatorship, and active nuclear and ballistic missile weapons programs, North Korea presents some of the world's most difficult foreign policy challenges. For decades, the United States and its partners have employed multiple strategies in an effort to prevent Pyongyang from acquiring weapons of mass destruction. Washington has moved from the Agreed Framework under President Bill Clinton to George W. Bush's denunciation of the regime as part of the "axis of evil" to a posture of "strategic patience" under Barack Obama. Given that a new president will soon occupy the White House, policy expert Walter C. Clemens Jr. argues that now is the time to reconsider US diplomatic efforts in North Korea. In North Korea and the World, Clemens poses the question, "Can, should, and must we negotiate with a regime we regard as evil?" Weighing the needs of all the stakeholders—including China, Japan, Russia, and South Korea—he concludes that the answer is yes. After assessing nine other policy options, he makes the case for engagement and negotiation with the regime. There still may be time to freeze or eliminate North Korea's weapons of mass destruction. Grounded in philosophy and history, this volume offers a fresh road map for negotiators and outlines a grand bargain that balances both ethical and practical security concerns.

Book excerpt: This book presents narratives, perspectives and policies on the Arctic and brings to fore the strategies of five Asian countries - China, India, Japan, Republic of Korea and Singapore who were granted the status of Permanent Observers in the Arctic Council in 2013. The book also captures Arctic countries’ reactions to Asian approaches, and their expectations from these countries. The melting of the polar sea-ice induced by climate change has placed the Arctic region in the forefront of global scientific, economic, strategic and academic interest. The discourse involves a number of issues such as claims of the littoral countries to the continental shelves of the region, the management and exploitation of its living and non-living resources, the rights and interests of indigenous communities, and the prospects of new ice-free shipping routes. The contemporary discourse also suggests that the Arctic region presents challenges and offers opportunities for the international community. These issues have given rise to new geopolitical, geoeconomic, and geostrategic dynamics amongst the Arctic littorals, and led to the growing interest of non-Arctic states in the affairs of the Arctic. It is evident that the Asian countries have a variety of interests in the Arctic, and the grant of Permanent Observer status to these countries is an acknowledgement of their capabilities. These countries are keen to explore opportunities in the Arctic, and have begun to formulate appropriate long-term national strategies. The preliminary approach of the Asian Observer countries has rightly been to graduate from ‘involvement’ to ‘engagement’ in the Arctic, which seems to have generated significant interest amongst analysts. This book helps to understand the approaches of various Arctic and non-Arctic stakeholders, in light of the evolving dynamics in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Against the backdrop of China’s mounting influence and North Korea’s growing nuclear capability and expanding missile arsenal, South Korea faces a set of strategic choices that will shape its economic prospects and national security. In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.

Available in PDF, EPUB and Kindle. Book excerpt: In view of its size, and vast land and sea boundaries that it shares with its neighbours, China has always regarded its peripheral policy as a crucial aspect of its national security. Such a mentality conforms to Chinese leaders' core belief that a stable external environment — in particular, its immediate region — remains the sine qua non for the continued and sustained rejuvenation of their nation. This book examines China's evolving strategies towards its surrounding peripheries. It is the first book to examine in detail President Xi Jinping's steering of China's peripheral diplomacy. It argues that China pursues an ambitious, omnidirectional regional diplomacy that emphasizes the entire periphery region, and not just specific peripheries. According to this book, Chinese regional policy cannot be properly and adequately understood without taking into account its full breadth, substance and scope. Featuring chapters that explore China's evolving policy in Northeast Asia, Southeast Asia, South Asia and Central Asia, and addressing new developments under Xi, this book fleshes out the intricacies of how China has been managing its peripheral relationships in Asia under new circumstances and new leadership.
