FH Koblenz), Sprache: Deutsch, Abstract: Kann es mit einer Kooperation zwischen stationärer Jugendhilfe und den ortsansässigen Schulen eine Möglichkeit zur Beschulung geben? Seit 2009, nach der Ratifizierung der UN-Behindertenrechtskonvention hat sich Deutschland verpflichtet, Inklusion auch in der Schule zu etablieren. So sollen Kinder mit Förderbedarf in Regelschulen unterrichtet werden. Bayern bildet dabei mit 26,8% das Schlusslicht im Bundesländervergleich. Dies führt also zur Annahme, dass in Bayern Schülerinnen und Schüler mit sonderpädagogischem Bedarf noch vermehrt in Förderschulen beschult werden. Zum 31.12.2015 wurden in Bayern insgesamt 10.460 Kinder und Jugendliche nach § 34 SGB VIII in Heimerziehung und sonstigen betreuten Wohnformen betreut. Aufgrund dessen ist davon auszugehen, dass die Familien mit diversen Problematiken konfrontiert waren, was eine gute Interaktion zwischen Eltern, Kinder und Jugendlichen vermutlich gestört hat und sich dementsprechend auf die schulische Entwicklung auswirkt. Daraus ergeben sich verschiedene Fragestellungen. Erstens, ob das pädagogische Fachpersonal, welches die Kinder und Jugendlichen in den verschiedenen Wohnformen betreut, die Rolle der Eltern, bezogen auf die schulischen Angelegenheiten ergänzen bzw. teilweise ersetzen kann und zweitens, ob Kindern und Jugendlichen aus hochproblematischen Familienverhältnissen, mit diversen Verhaltensauffälligkeiten beschulbar sind? Wie oben beschrieben sind nur etwas mehr als ein Viertel der Kinder und Jugendlichen mit erhöhtem Förderbedarf in einer Regelschule integriert. Eine Fremdunterbringung sollte in der Regel wohnortnah sein, um den Kontakt zur Herkunftsfamilie weiterhin aufrecht zu erhalten, sodass diese Kinder und Jugendlichen auf die ortsansässigen Schulen angewiesen sind. Die Alternative müsste ansonsten eine Unterbringung in einem Heim mit integrierter Beschulung sein, die möglicherweise viele Kilometer von der Herkunftsfamilie entfernt ist.
