The microeconomic analysis of spillovers leads to the insight that the spillover and flow of knowledge is not at all automatic. Instead, this volume suggests that a filter exists between knowledge and its economic application. The focus of this volume is on several key mechanisms that serve to reduce this filter and facilitate the flow of knowledge. In particular, the volume draws on an emerging literature identifying the role of knowledge spillovers to investigate significance of labor mobility and informal networks as mechanisms facilitating the flow of knowledge. No field in economics has dealt extensively with the microeconomics of knowledge spillovers. This volume brings together scholars from a broad spectrum of fields including labor economics, regional economics, the economics of innovation and technological change, and sociology to introduce new insights yielded from the microfoundations of knowledge spillovers.

Book excerpt: In several parts of the world, countries are undergoing economic, social, and political transitions, enhanced and accelerated by the forces of globalization. These transition economies can serve as laboratories for understanding the innovation process. This volume features original theoretical and empirical research. It offers the first comprehensive view of innovation system development in the context of small catching-up economies. Smallness, path dependency, and latecomer status of such economies create some inherent limitations for their innovation systems, but these special characteristics can offer advantages as well. For example, smallness is often related with increased flexibility and shorter reaction times, while latecomers can benefit from earlier experiences of their more advanced neighbors. Path-dependency highlights the fact that the innovation system development processes are considerably influenced by the past experience of a particular country or region. By incorporating these features into an integrated analysis, the authors address such questions as: · What special features characterize the innovation system development in small catching-up economies? · What are the causes for innovation success or failure? · How do organizational capabilities and internationalization tendencies relate to company level innovations? · What is the role of human capital and social factors in the innovation process? · How can various policies support innovation in an integrated manner? Drawing from research about Europe, Asia, and Latin America, the authors provide readers with a systemic view of the innovation system development in small catching-up economies. They discuss the unique features of this development and contribute to an in-depth understanding of various determinants and their impacts on the innovation process. The policy implications will offer a set of normative guidelines for enhancing innovation system development.

Available in PDF, EPUB and Kindle. Book excerpt: Viewed through a politico-economic lens, Nordic countries share what is often referred to as the ‘Nordic model’, characterised by a comprehensive welfare state; higher spending on childcare; more equitable income distribution; and lifelong-learning policies. This edited collection considers these contexts to explore the complex nature of tourism employment, thereby providing insights into the dynamic nature, characteristics, and meaning of work in tourism. Contributors combine explorations of the impact of policy on tourism employment with a more traditional human resources management approach focusing on employment issues from an organizational perspective, such as job satisfaction, training, and retention. The text points to opportunities as well as challenges relating to issues such as the notion of ‘decent work’, the role and contribution of migrant workers, and more broadly, the varying policy objectives embedded within the Nordic welfare model. Offering a detailed, multi-faceted analysis of tourism employment, this book is a valuable resource for students, researchers and practitioners interested in tourism employment in the region.

Book excerpt: This report sums up the developments in labour migration from the member countries to the Nordic Region since EU enlargement in 2004, the consequences for the labour markets in both the Nordic Region and in the countries of origin, the main features of the political initiatives and adaptation strategies adopted by the Nordic countries, and the most important challenges that the Nordic countries will face in this area in the future. The report points out that Western Europe and the Nordic Region have experienced significant and increasing mobility of labour from the new member countries since 1 May 2004. It concludes that greater mobility, particularly from Poland and the Baltic countries, has been a contributory factor to higher growth and lower inflation in the Nordic countries than would otherwise have been possible in a period of prolonged economic prosperity and increasing labour shortages. It also states that the challenges in the Nordic countries have primarily been associated with the growth in in-service mobility and postings away from home. In addition, the report confirms quite significant emigration of workers from Poland and the Baltic countries since 2004, which has led to shortages of labour in those countries. It concludes that even though employment levels have risen significantly, especially in the Baltic countries, the main challenge for these countries will continue to be how to further increase domestic employment levels. This report constitutes the final product of the expert group on EU expansion set up by EK-A in 2004, the mandate for which expired on 1 December 2007.

This is the question to be addressed in the project The Future of Work: Opportunities and Challenges for the Nordic Models. This initial report describes the main drivers and trends expected to shape the future of work. It also reviews the main distinctions of the Nordic model and recent developments in Nordic working lives, pointing towards the kind of challenges the future of work may pose to the Nordic models. Too often, debates about the future narrowly focus on changes in technology. This report draws attention to the broader drivers and political-institutional frameworks influencing working life developments, aiming to spur debate about how the interaction of changes in demography, climate, globalization and digital technologies may influence Nordic working lives in the coming decades.

Available in PDF, EPUB and Kindle. Book excerpt: Migration presents a stark policy dilemma. Research repeatedly confirms that migrants, their families back home, and the countries that welcome them experience large economic and social gains. Easing immigration restrictions is one of the most effective tools for ending poverty and sharing prosperity across the globe. Yet, we see widespread opposition in destination countries, where migrants are depicted as the primary cause of many of their economic problems, from high unemployment to declining social services. Moving for Prosperity: Global Migration and Labor Markets addresses this dilemma. In addition to providing comprehensive data and empirical analysis of migration patterns and their impact, the report argues for a series of policies that work with, rather than against, labor market forces. Policy makers should aim to ease short-run dislocations and adjustment costs so that the substantial long-term benefits are shared more evenly. Only then can we avoid draconian migration restrictions that will hurt everybody. Moving for Prosperity aims to inform and stimulate policy debate, facilitate further research, and identify prominent knowledge gaps. It demonstrates why existing income gaps, demographic differences, and rapidly declining transportation costs mean that global mobility will continue to be a key feature of our lives for generations to come. Its audience includes anyone interested in one of the most controversial policy debates of our time.

Book excerpt: Social capital as a concept, is a comparatively recent addition to the regional economic and innovation literature. Facets of social capital are generally acknowledged to include trust, collaboration, cooperation, bridging and bonding social network ties, and reciprocity. Nevertheless, forms of social capital such as bonding and bridging social capital, are less frequently explored in the literature. Innovation and Social Capital in Organizational Ecosystems breaks down the concept of innovation into its main components, which represent a spectrum of innovation activity from technology-based innovation to hidden and social innovation, in order to support executives concerned with innovation and social capital in different work communities and environments. Highlighting a range of topics including regional development, social innovation, network capital, and more, this book is ideally designed for researchers, professionals, students, policymakers, and practitioners.

Book excerpt: Cooperation and clusters have become the guiding paradigms for explaining and promoting regional competitiveness, but the cooperation process between firms and universities and the transfer of knowledge in guiding and nurturing regional competitiveness has received relatively little attention. This book strives to fill this gap in highlighting the connection between inter-firm cooperation in regional clusters, innovation and regional networks, and the role of universities in them . It goes beyond the traditional economic approach of clusters and includes ‘soft factors’ in the explanation of regional competitiveness, and connects the literature on clusters to the literature of learning and knowledge creation as sources of regional competitiveness. It aims to foster an international and interdisciplinary exchange of perspectives by presenting current developments, case studies, best practices as well as new integrated theoretical approaches and applications.
