Die Kinder- und Jugendphase ist vor allem eine Phase, die geprägt ist von Veränderungen, denn der Körper verändert sich, die Bezugspersonen wechseln relativ häufig, sie bekommen immer mehr Verantwortung und noch vieles mehr. Junge Menschen entdecken ihre Umwelt, testen ihre Grenzen aus und suchen neuen Nervenkitzel. Kinder und Jugendlichen verhalten sich viel risikobereiter, als die Erwachsenen und deswegen geschieht es bei ihnen häufiger, dass sie Grenzen des sozial Erlaubten überschreiten oder sogar Gesetze missachten. Daher ist der Anteil der Kinder- und Jugendkriminalität in den Statistiken relativ hoch (Anlage 1) im Vergleich zur Erwachsenenkriminalität. Viele Wissenschaftler betrachten diese Kriminalität als etwas Vorübergehendes und immer wieder wird bestätigt, dass die meisten Kinder und Jugendlichen zurück auf den „rechten Weg“ gelangen und als Erwachsene ein rechtschaffenes Leben führen. Das Thema der Kinder- und Jugendkriminalität findet dennoch eine starke Beachtung in den Medien und - damit auch - in der öffentlichen Diskussion. Immer wieder hört und liest man Horrorschlagzeilen von jugendlichen Gewaltakten und Amokläufen. Man könnte den Eindruck bekommen, dass die Gewalt immer mehr zunimmt und niemand etwas dagegen unternimmt. Im Folgenden habe ich mich mit der Definition und theoretischen Erklärungsansätzen von Abweichendem Verhalten und Kriminalität beschäftigt, gehe dann auf die Erscheinungsformen und die Besonderheiten in der BRD ein. Im weiteren Verlauf gehe ich auf Intervention und Prävention ein und beschreibe dazu einige pädagogisch–psychologische Ansatzpunkte und deren Effektivität und Effizienz.
