Mankind has waged insurgencies and counterinsurgencies throughout history. Despite the large volume of material available for the study of these forms of conflict, there yet remains a great deal of myth and confusion surrounding insurgency and counterinsurgency. Modern western militaries largely neglected the study of counterinsurgency prior to the attacks on the United States on 11 September 2001. Stung by the loss in Vietnam, the US military chose to minimize counterinsurgency and focused on the conventional warfare which it preferred and was better trained, organized, and equipped to conduct. This choice was not merely academic, but impacted the way the Army trained, procured equipment, educated its leaders, and prepared for war. As Jonathan M. House wrote in Combined Arms Warfare in the Twentieth Century, "To meet the challenge of the wars of national liberation, Western armies had two choices - they could attempt to adapt their conventional forces to a style of war for which they were not intended, or they could neglect the development of new generations of armored weapons in favor of a renewed interest in light infantry forces." Should the United States expend the bulk of its resources to prepare its forces to win proxy wars of insurgency and counterinsurgency, or should it remain prepared to win the less likely but more serious conventional conflict with the Soviet Union? After Vietnam the choice was clear, and counterinsurgency was mostly discarded by the conventional force as a task for Special Forces. As the United States focused more on the possible conventional fight between the North Atlantic Treaty Alliance (NATO) and the Soviet-backed Warsaw Pact, American strategy and doctrine envisaged a battle against numerically superior enemy forces which required a defensive posture reliant more on firepower than maneuver. In order to increase the odds of survival against a numerically superior enemy, American military leaders pressed for weapons systems with greater precision in an attempt to improve the Army's odds on the battlefield.

Their successful establishment, training, and employment demonstrate the importance of several prerequisites including partnership with an advisory force, consent of the host nation's government to exist, and that the security force is accountable to the local civil authority. Without these prerequisites, the local, irregular security force could risk illegitimacy in the eyes of the populace, the host nation government, and the counterinsurgent. However, partnership does not guarantee a local irregular force's success. The host nation's involvement in the decision to build irregular forces is important from the beginning of the campaign. Through the examination of archival research and primary source interviews associated with the British experience in North-West Frontier and the Dhofar region of Oman, one can start to understand the prerequisites needed to create a successful mentorship force. The paper examines the method of partnership, selection and traits of the advisors, and the host nation government's role in building the Punjab Irregular Forces and Frontier Corps in North-West Frontier in India, the firqat in Dhofar, and the Sons of Iraq. This study specifically addresses those groups organized by a legitimate sponsor such as the Host Nation or one of its partners and takes note to exclude criminal organizations that seek to terrorize the government or its population to gain concessions. As part of its study, this paper provides a basic outline of the goals of insurgent and counterinsurgent doctrine. It uses Mao Tse-tung as a source for universal insurgent goals and Revolutionary Insurgencies and David Galula for Nationalist Insurgencies (Galula refers to them as Bourgeois-Nationalist). Galula's differentiation is unique because it attempts to identify situations and expected insurgents actions for each type of insurgency though insurgencies may include characteristics of both models. This study also refers to US doctrine to provide an understanding of how the US expects to fight insurgencies. This monograph then establishes a baseline of criteria for militia tasks and considerations that it subsequently investigates using historical examples of three conflicts: The Malayan Emergency, The US in the Vietnam War, and Operation Iraqi Freedom. As in any military operation, commanders must balance a myriad of criteria that weigh on possible alternative solutions. In the employment of irregular forces, a leader must consider how using locally hired indigenous forces affect operations. He should be aware of how the roles of such unconventional forces affect the militias themselves, how the Host Nation or its defense forces react to them, and possible US government and popular reactions. While verifying that militias are effective in counterinsurgent operations for basic security and defense related tasks, providing intelligence, population control, and permit for conventional forces to direct actions against the insurgents, this paper revealed that irregulars have the potential for additional contributions. With training and supervision, surrogates can engage in short duration offensive operations. Militias also provide a means for the government to garner local support against the insurgency through inclusion. They can facilitate reconciliation with disaffected groups and provide a unifying force for these groups in politics. In the course of researching applicable doctrine, there is a noticeable gap in the use of irregular forces in counterinsurgency operations. The author attributes this gap to the residual effects of the Vietnam War and the criminal militia operating in Operation Iraqi Freedom, which made US forces resistant to employing irregular forces. In the conclusion, the author calls for a revision of current US doctrine to expand the use of irregular forces in Counterinsurgency Operations. This calling is not so much based on the author's own opinion but reflects the reality that since most potential enemies, unable to match the combat power of the US, will continue to use asymmetric methods, including exploiting and operating among the local population. Irregular forces provide a feasible solution to this problem that can provide an advantage in future US operations.

Indeed, there have been few counterinsurgency situations in which the indigenous security forces were not the primary forces employed on the government side in the conflict, at least in terms of numbers. Although the importance of training indigenous police and military forces is understood in counterinsurgency doctrine and theory, relatively little research has been conducted concerning how this mission should be carried out. Hopefully, this monograph will help fill some of the information gap on this vital subject. There are several major questions that need to be addressed: How can the supporting or governing power best organize the local police and military forces for counterinsurgency? What level of training do security forces need to conduct effective counterinsurgency operations? What is the role of the police in counterinsurgency? What is the role of home guards or irregular security organizations? What kinds of training programs produce effective police and military leaders? These are very relevant questions today as the U.S. military revises its counterinsurgency doctrine. Currently, U.S. forces are engaged in campaigns against insurgents in Iraq and Afghanistan, and are providing advice and support to the Philippine and Colombian governments in their battles against insurgents. In all of these countries, the U.S. military is engaged in training and supporting the local police and military forces for counterinsurgency operations. As the Global War on Terror continues, the U.S. military will certainly see many more missions to train and support indigenous security forces. Training indigenous security forces is also one of the most complex tasks in developing an effective counterinsurgency strategy. Building new forces from scratch is difficult enough. It is often even more difficult to take indigenous police and military forces with a tradition of incompetence and corruption and transform them into effective forces that can find and defeat insurgents without undermining the legitimacy of the government in the eyes of the population. This monograph is built around two case studies concerning the British experience in training indigenous security forces in the Malaya and Cyprus insurgencies. Although these events occurred 50 years ago, most of the problems faced in both insurgencies would sound very familiar to any American soldier in Iraq or Afghanistan. In both Cyprus and Malaya, the hostility of major ethnic groups was at the heart of the insurgent movement. In both cases, the degree of success in counterinsurgency largely was determined by the effectiveness of the government in winning support among the disaffected part of the populace. The training, competence, and leadership of the indigenous security forces in these cases played a central role in the government's ability to win civilian support. The two insurgencies were protracted conflicts. At the beginning of each conflict, the government's police and security forces were undermanned, poorly trained, and poorly prepared to conduct counterinsurgency. Strategic success in both cases depended on the government's ability to recruit, retrain, and reorganize the indigenous security forces. In Malaya, the British eventually succeeded in building a highly effective Malayan police and army. As the Malayans became more capable of handling their own security, the British were able to withdraw forces and leave behind a stable and democratic nation that was able to finish off the insurgent movement. In Cyprus, the British dramatically increased the Cypriot police force and organized new local security units.

A major oversight on the part of academics and practitioners has been to ignore the critical antecedent issue common to persuasion and coercion counterinsurgency (COIN) approaches: distinguishing friend from foe. This book proposes that the behaviour of security forces influences the likelihood of militant identification during a COIN campaign, and argues that security forces must respect civilian safety in order to create a credible commitment to facilitate collaboration with a population. This distinction is important as conventional wisdom has wrongly assumed that the presence of security forces confers control over terrain or influence over a population. Collaboration between civilian and government actors is the key observable indicator of support in COIN. Paradoxically, this theory accounts for why and how increased risk to government forces in the short term actually improves civilian security in the long run. Counterinsurgency, Security Forces, and the Identification Problem draws on three case studies: the Huk Rebellion in the Philippines post-World War II; Marines Corps’ experiences in Vietnam through the Combined Action Program; and Special Operations activities in Iraq after 2003. For military practitioners, the work illustrates the critical precursor to establishing "security" during counterinsurgency operations. The book also examines the role and limits of modern technology in solving the identification problem.
