Einleitung „Gerade Kinder und Jugendliche werden durch das Medium Fernsehen, mit dem sie erheblich viel Zeit verbringen, in ihrer Entwicklung geprägt.“ Und weil der Fernsehkonsum immer weiter zunimmt, viele Kinder bereits einen eigenen Fernseher in ihrem Zimmer stehen haben und die Kontrolle durch die Eltern damit zusehends schwindet ist der Jugendschutz und insbesondere auch der Jugendmedienschutz in Deutschland ein wichtiges Gemeinschaftsanliegen. Er hat die Aufgabe Einflüsse der Erwachsenenwelt auf Kinder und Jugendliche, die dem Entwicklungsstand der Heranwachsenden noch nicht entsprechen, fern zu halten. Das „Kindswohl“ hat hier verfassungsrang und der Staat selber ist dazu verpflichtet dieses Rechtsgut zu schützen. Durch diesen verfassungsrang bildet der Jugendschutz auch eine „verfassungsimmanente Schranke“ und kann somit den Art. 5 Abs. 3 GG einschränken. Damit stehen dem Jugendmedienschutz, dessen Ziel es ist Medien mit Inhalten von Minderjährigen fernzuhalten, die ihrer Persönlichkeitsentwicklung schaden können, einige Türen offen. Diese Arbeit beschäftigt sich gezielt mit dem Jugendschutz im Rundfunk. Zu Beginn wird jedoch auch auf die allgemeinen Jugendschutzbestimmungen der Bundesrepublik Deutschland eingegangen. Um dann intensiv auf den Jugendschutz im Rundfunk und die wichtigen Kontrollorgane zur Wahrung des Jugendschutzes in den Medien eingehen zu können. Zum Schluss gibt es eine kurze Zusammenfassung.

Book excerpt: An investigation into the use of information communication technologies by refugees during flight, displacement and in settlement, this book examines the impact of Australia’s official policy of mandatory detention on how asylum seekers and refugees maintain links to diasporas and networks of support. Given the restricted contact with the world outside of the immigration detention centre, the book juxtaposes forms and processes of technology-mediated communication between institutionalised detention, with those of displacement and settlement. It finds that while there are obstacles to communication in situations of conflict and dislocation, asylum seekers and refugees are able to ‘make do’ with the technology options available to them in ways which were less constrained than in detention settings. The book also outlines how communication practices during the settlement process focus on learning new technologies, and repairing the disconnections with family members resulting from separation and detention.

Book excerpt: In recent years, we have witnessed the mushrooming of pro- democracy and protest movements not only in the Arab world, but also within Europe and the Americas. Such movements have ranged from popular upheavals, like in Tunisia and Egypt, to the organization of large-scale demonstrations against unpopular policies, as in Spain, Greece and Poland. What connects these different events are not only their democratic aspirations, but also their innovative forms of communication and organization through online means, which are sometimes considered to be outside of the State’s control. At the same time, however, it has become more and more apparent that countries are attempting to increase their understanding of, and control over, their citizens’ actions in the digital sphere. This involves striving to develop surveillance instruments, control mechanisms and processes engineered to dominate the digital public sphere, which necessitates the assistance and support of private actors such as Internet intermediaries. Examples include the growing use of Internet surveillance technology with which online data traffic is analysed, and the extensive monitoring of social networks. Despite increased media attention, academic debate on the ambivalence of these technologies, mechanisms and techniques remains relatively limited, as is discussion of the involvement of corporate actors. The purpose of this edited volume is to reflect on how Internet-related technologies, mechanisms and techniques may be used as a means to enable expression, but also to restrict speech, manipulate public debate and govern global populaces. This book was published as a special issue of the Journal of Information Technology and Politics.
