It will also determine if U.S. army command and control support organizations such as the Corps Support Command, Theater Army Area Command, or the conceptual Theater Support Command are suitable to support this command and control function. Additionally, the paper argues that the centralized planning and control function provided by a Joint Logistic Command is a primary step to focusing logistics. Operations since the enactment of the Goldwater-Nichols Act in 1986 have seen an increased use of a joint logistics command and control structure to focus the logistics effort of the theater and/or area of operation. The consolidation of Defense Logistics and Services agencies have increased the need for a consolidated logistics control node at the operational level to orchestrate strategic level support to the tactical level. This link creates a seamless logistics system. Historically, in all major conflicts the U.S. Military Services have operated as joint force; integration however, is usually only at the highest level. The current and future trend of joint operations is to integrate service capabilities to include logistics at the lower Joint Task Force (JTF) level. The paper concludes that the U.S. Military operates joint logistics for landbased operations primarily with the Army and in the future this trend should continue with increased service integration. However, joint logistics doctrine must be authoritative to drive the integration process.

There is a pressing need to develop a framework for joint logistics management at the operational level to enhance the synchronization and effectiveness of logistics support. This framework must be based on a set of imperatives and enablers that, when considered and properly established and used, offers the greatest possible freedom of action for the joint force commander (JFC) as well as our interagency and multinational partners. Military logistics support extends from the strategic level in the national industrial base to the tactical level, where "beans, bullets, and black oil" are delivered on time, at the right place, and in the right quantity. Operational-level logistics links strategic resources with tactical units, enabling force closure, sustainment, reconstitution, and redeployment of forces. This article highlights a set of joint logistics imperatives and enablers that would facilitate the integration of joint operational-level logistics management. It also presents several joint (operational-level) logistics management options and briefly covers Department of Defense (DOD) actions now under way to enhance joint logistics capabilities. We focus on the operational level because we believe this is where enhancements to joint logistics offer the greatest opportunity for the JFC; choosing the best management structure for a given mission is a critical component of the overall logistics effort. We have intentionally avoided use of the term theater because it suggests geographic boundaries that do not seem appropriate for modern logistics management.

This paper outlines the legal obligations of each of the Armed Services in providing logistical support to their forces during joint operations and reviews historical examples of logistical support in conflicts from WWII to present. Service and Joint doctrine is reviewed as the framework for current operations. An analysis of two current proposals for Joint Theater Logistics is presented and evaluated. A conclusion and recommendations are included to provide the supporting logic and direction on solving command and control for Joint Theater Logistics through the use of a Joint Force Support Component Command. Direction of Joint Theater Logistics has been managed in a variety of ways throughout American military history. Repeatedly, the American military has in time of crisis, been slow to respond logistically to major or minor conflict and always put together an ad hoc structure to manage Theater level logistics. These ad hoc structures have ultimately successfully sustained US forces but often at a significant cost in lives while we slowly responded with a logistical build up and put together a structure to direct Joint Theater Logistics. The common element to success for each of these logistics management structures was that they were under the directive authority of the Combatant Commander. As we look to the future, however, the rapid tempo of operations and changing nature of the types of warfare we now face will not allow us the luxury of time to adapt our logistics structure in the future. Instead, soldiers' lives depend on getting command and control structure for logistics right the first time out onto the battlefield. While the recommendations primarily address common user logistics and do not address Service unique logistics requirements, the recommendations are the first step to addressing the total challenges in command and control of Joint Logistics for the future force."--Abstract
