It begins with an overview of the institutional framework for maintaining & ensuring the reliability of the bulk power system in North America, then discusses conditions on the regional power system prior to events directly related to the start of the blackout. The next two chapters address the causes of the blackout, with particular attention to the evolution of conditions on the afternoon of August 14, and provides details on the cascade phase of the blackout. The final chapters compare the blackout to previous North American power outages, examine the performance of nuclear power plants affected by the August 14 outage, and address issues related to physical & cyber security related to the outage.
