It takes up the recommendationmade by this committiee's predecessor Committee (in the Government by Inquiry Report) that there should be a parliamentary mechanism for initiating inquiries. These would take the form of Parliamentary Commissions of Inquiry, composed of parliamentarians and others. In the Report, the committee examines the justification for creating Parliamentary Commissions of Inquiry in particular, that they would enable Parliament to hold the Executive to account more effectively. Then it covers some of the practical issues involved in setting up inquiries of this nature: how Parliament could instigate an inquiry, its composition, and its operation and powers. The committee concludes that it is crucial, in constitutional sense, that Parliament has the necessary powers and abilities to scrutinise the Executive and hold it to account. Proper parliamentary scrutiny should include the ability to establish and undertake inquiries into significant matters of public concern. Parliament has, in the past, conducted investigationsof this kind and as the great forum of the nation, should be expected to do so. The committee's recommendation for Parliamentary Commissions of Inquiry would promoteeffective parliamentary accountability by creating a process for Parliament to initiate inquirieswhere it rather than the Executive sees fit.

Book excerpt: There is a significant gap between the employment rates of the ethnic minority and general populations - currently 14.2 percentage points. This gap costs the economy some £8.6 billion annually. During the last ten years there has been a slow but steady reduction of 2.8 percentage points in the gap. The Department for Work and Pensions (the Department) is responsible for helping people into employment, largely through a range of services provided by Jobcentre Plus offices across the country. It has a Public Service Agreement target to reduce significantly the ethnic minority employment gap over the three years to spring 2008. The Department is on course to meet this target. There have been a number of projects and programmes specifically targeted at ethnic minorities - ethnic minority outreach, ethnic minority flexible fund, specialist employment advisers, fair cities, partners outreach for ethnic minorities - as well as those aimed at the wider disadvantaged community, including the deprived areas fund and the city strategy. The NAO has not assessed the strategy in purely value for money terms, as there are wider benefits and social justice associated with success in this area. The Department has made progress, but the NAO believes greater continuity would have achieved more. A recent move away from a direct focus on ethnic minorities towards wider disadvantaged groups carries the risk that ethic minorities will not get the help that they need to gain employment.

Book excerpt: The Department for Work and Pensions' network of jobcentres has coped well in the face of the economic downturn but it must improve how it tracks and understands performance. In six months (between September 2008 and March 2009), Jobseeker's Allowance claimant numbers increased by two-thirds (from 0.9 million to 1.5 million). The Department relaxed requirements about the activities that jobcentre staff needed to undertake during 2008-09 and 2009-10, which meant jobcentres were able to prioritize checking eligibility for benefits and making sure claimants were paid. However, although the Department has continued to pursue efficiency, variations in case load across jobcentres suggest further gains may be possible. The Department has simplified its performance measures and now primarily targets the move by claimants away from benefits, or 'off-flow'but this gives no information about how individual jobcentres perform in supporting claimants to work. In 40 per cent of cases, the reason for moving off benefits is simply not recorded or claimants may have moved onto other benefits, been imprisoned or ceased claiming without taking up work. The Department has yet to decide how to adapt off-flow measures after the introduction of Universal Credit, which merges out-of-work and in-work benefits. The need to understand performance has been increased by the Department's move away from nationally mandated processes towards encouraging jobcentre staff to tailor support for claimants. While flexibility encourages local innovation, the Department needs to broaden its evaluation of new approaches and improve performance measures if greater flexibility is to lead to better services.
