[...] We [...] pledge our national honor to accomplish these high ideals and purposes with all our resources.” (cit. in Hook et al. 2001:466) This excerpt from the Preamble to Japan’s Constitution that came into effect from 3. May 1947 clearly reflects Japan’s desire to regain a respectable position within the international arena. Defeated in battle and under allied occupation, it seemed as if Japan “would never again be able to play a major role on the world stage” (Linhart 1996:404). More than half a century later, circumstances have changed dramatically: not only has Japan recovered from its wartime devastation, it has also become a major economic power and risen to the status of key international player. Has Japan, in that sense, attained its goal and acquired an “honored place” in international society, as is stated in the Preamble to its Constitution? There are several means by which to assess Japan’s place on an international stage. With regard to the above question, however, the United Nations Security Council lends itself to being a foremost measure. This can be ascribed to three rationales: firstly, the Security Council can be argued as epitomising what might indeed be called an “honored place” in international society. Not only is a permanent Security Council seat highly elitist, it is also a “scarce international resource” (Hurd, cit. in Drifte 2000:95) that enhances a country’s prestige and confers it immense status. Secondly, the Security Council is endowed with the “primary responsibility for the maintenance of international peace and security” (UN Charter, Art. 24); a function, that reveals remarkable parallels with the introductory quote which refers to an “international society striving for the preservation of peace”. Thirdly, it is overtly known, at least since the early 1990s, that Japan is pursuing permanent membership and that it has certainly tried to accomplish this “high ideal”, if not openly (“with all its resources”), then at least indirectly, from as early as the late 1960s onwards. (Drifte 2000:50)

Until conflict arose between Japan and the organization over the 1931 Manchurian Incident, the League was a centerpiece of Japan’s policy to maintain accommodation with the Western powers. The picture of Japan as a positive contributor to international comity, however, is not the conventional view of the country in the early and mid-twentieth century. Rather, this period is usually depicted in Japan and abroad as a history of incremental imperialism and intensifying militarism, culminating in war in China and the Pacific. Even the empire’s interface with the League of Nations is typically addressed only at nodes of confrontation: the 1919 debates over racial equality as the Covenant was drafted and the 1931–1933 League challenge to Japan’s seizure of northeast China. This volume fills in the space before, between, and after these nodes and gives the League relationship the legitimate place it deserves in Japanese international history of the 1920s and 1930s. It also argues that the Japanese cooperative international stance in the decades since the Pacific War bears noteworthy continuity with the mainstream international accommodationism of the League years. Thomas Burkman sheds new light on the meaning and content of internationalism in an era typically seen as a showcase for diplomatic autonomy and isolation. Well into the 1930s, the vestiges of international accommodationism among diplomats and intellectuals are clearly evident. The League project ushered those it affected into world citizenship and inspired them to build bridges across boundaries and cultures. Burkman’s cogent analysis of Japan’s international role is enhanced and enlivened by his descriptions of the personalities and initiatives of Makino Nobuaki, Ishii Kikujirô, Nitobe Inazô, Matsuoka Yôsuke, and others in their Geneva roles.

Are coalition cabinets so riddled by conflict that they cannot make foreign policy effectively, or do the multiple voices represented in the cabinet create more legitimate and imaginative responses to the international system? Do political and institutional constraints inherent to coalition cabinets lead to nonaggressive policies? Or do institutional and political forces precipitate more belligerent behavior? Employing theory from security studies and political psychology as well as a combination of quantitative cross-national analyses and twelve qualitative comparative case studies of foreign policy made by coalition cabinets in Japan, the Netherlands, and Turkey, Kaarbo identifies the factors that generate highly aggressive policies, inconsistency, and other policy outcomes.
