Available in PDF, EPUB and Kindle. Book excerpt: Five years have passed since the privatization process of the railway sector in Japan was initiated in 1987. This study is the first comprehensive analysis of this restructuring, showing how a formerly state-owned enterprise such as the railways can be successfully revitalized through privatization. The successful results of the Japanese privatization process are already clear. Fiscal drain has been almost entirely eliminated without raising fares. The quality of service has been greatly improved with substantially reduced number of employees and the demand for railway service continues to increase. On the other hand, there are still longer term problems such as the sales of shares to private investors and the repayment of old debts which are gigantic. This report gives the evidence on how difficult, time consuming and politically complicated, but worthwhile, it is to rectify the fiscal drain, to enhance the morale of the employees, and most importantly, to offer a better service to the users with less costs. Japan's privatization experience can provide valuable lessons to development communities, private entrepreneurs and government officials who anticipate privatizing their own railway sectors.

Available in PDF, EPUB and Kindle. Book excerpt: Steven Ericson has written what promises to be the most thorough study of the Japanese railroad industry in the English language. In addition to the body of research on the industry itself, Ericson has provided an astute analysis of the politics of development and the relationship between state and private enterprise in the Japanese railroad industry during the Meiji period. He explores the economic role of government and the nature of state-business relations in the course of Japan's modern transformation, and at the same time challenges the tendency of current scholarship to minimize the role of the Japanese government as well as commercial banks in Meiji industrialization. By providing a fresh perspective on the "strong state/weak state" debate through detailed analysis of the 1906-1907 railway nationalization, Ericson's study sheds new light on the Meiji origins of modern Japanese industrial policy and politics, filling a major gap in the available literature on the Meiji political economy.

Book excerpt: Over the last twenty-five years, there has been an acceleration in the move from government regulation towards privatization. Governance, Regulation, and Privatization in the Asia-Pacific Region is the first thoroughgoing account of the relative success of the different approaches to privatization as undertaken in Korea, China, Australia, and Japan. In most contexts, privatization is expected to yield greater efficiency and cost effectiveness while avoiding the corruption and bloated budgets of government regulation or monopoly control. But broad-scale privatization, if ill designed, has also yielded its share of difficulties in East Asia. Privatization sometimes has created a vacuum in corporate governance for some of the region's most important industries and in some cases merely reinstated the monopoly-like configurations. The papers presented in this book discuss the experiences of privatization in several industries, including railroad and telecom, corporate governance problems, accounting issues, and challenges for the future in East Asian countries. The first section is theoretical in nature and proposes boundaries among government protection, market freedom, and shareholder expectations. The second part is constituted by country case studies, beginning with an analysis of both the Korean financial crisis that followed its 1997 law to privatize large, public sector corporations and the new ways Korean corporations finance themselves. Following is an evaluation of China's approach to privatization, with an in-depth look at the financial transitions of companies slated for initial public offering. Providing provocative examples of the methods of privatization in the Asia-Pacific region specifically, these papers will be of huge import to any economist or policymaker interested in transposing those successes for their own region.

Book excerpt: Reproductions of 28 articles published between 1938 and 1998, but mostly in the 1980s and 1990s, were selected to cover issues thought important in understanding the economic, commercial, and policy analysis of rail transport in industrialized countries. Engineering and operational issues are not covered. Despite the title of the series, the articles most widely considered classic are not included, especially when a more recent paper covers the same issues to greater advantage. Little known papers are also included if deemed to make an important contribution to the present day analysis. The sections cover costs and productivity, pricing, regulation and privatization, economic rail demand models, disaggregate choice modelling, and investment. There is no subject index. Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Handbook of Regional Design explores contemporary research, policy, and practice that highlight critical aspects of strategy-making, planning, and designing for contemporary regions—including city regions, bioregions, delta regions, and their hybrids. As accelerating urbanization and globalization combine with other forces such as the demand for increasing returns on investment capital, migration, and innovation, they yield cities that are expanding over ever-larger territories. Moreover, these polycentric city regions themselves are agglomerating with one another to create new territorial mega-regions. The processes that beget these novel regional forms produce numerous and significant effects, positive and negative, that call for new modes of design and management so that the urban places and the lives and well-being of their inhabitants and businesses thrive sustainably into the future. With international case studies from leading scholars and practitioners, this book is an important resource not just for students, researchers, and practitioners of urban planning, but also policy makers, developers, architects, engineers, and anyone interested in the broader issues of urbanism.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on transit experience from various countries and markets, this book examines the economic environment of transit operations, the cost and production properties of transit service supply and the policies and prospects of transit regulatory reform. The principal objectives of the book are: first to conduct theoretical and empirical analyses of the major factors which jointly determine the economic structure and conditions of the transit sector; and second to explore and suggest policies which could resolve the sector's present crisis and make it economically viable. The first objective is explored in Part One where major structural demand factors and regulatory and subsidy conditions are identified and examined. Analytical and empirical measurement of technical production characteristics of transit services supply is carried out in Part Two. Part Three focuses on transit regulatory reform policy issues. The book is aimed primarily at an audience of transportation professionals, including economists and planners as well as public policy analysts. It requires, in general, a sound background in economics, mainly microeconomics. Thus graduate students in economics, geography, urban planning and public policy, and advanced undergraduates with good training in economics can best benefit from this book.

Book excerpt: Contracting out public sector services and divesting public enterprises are reforms that have enjoyed widespread global popularity in recent years. Better services, lower prices and greater accountability are the promises made by politicians, senior executives, and investment companies when functions are moved from the public sector to private enterprise. But in Privatization, Graeme A. Hodge challenges these assumptions. Through an examination of hundreds of international studies on the performance of privatization activities, Hodge demonstrates that privatizing public services is often not the guaranteed panacea portrayed by its political supporters. Importantly, privatization activities can lead to modest gains, but there are also winners and losers in this reform. It therefore deserves far more care and balanced debate than it usually attracts.
