Naval, aeronautic, and mechanical engineers played a powerful part in the military buildup of Japan in the early and mid-twentieth century. They belonged to a militaristic regime and embraced the importance of their role in it. Takashi Nishiyama examines the impact of war and peace on technological transformation during the twentieth century. He is the first to study the paradoxical and transformative power of Japan’s defeat in World War II through the lens of engineering. Nishiyama asks: How did authorities select and prepare young men to be engineers? How did Japan develop curricula adequate to the task (and from whom did the country borrow)? Under what conditions? What did the engineers think of the planes they built to support Kamikaze suicide missions? But his study ultimately concerns the remarkable transition these trained engineers made after total defeat in 1945. How could the engineers of war machines so quickly turn to peaceful construction projects such as designing the equipment necessary to manufacture consumer products? Hellyer challenges the still largely accepted wisdom that the Tokugawa shogunate, guided by an ideology of seclusion, stifled intercourse with the outside world, especially in the eighteenth and nineteenth centuries. Examining diplomacy, coastal defense, and foreign trade, this study demonstrates that while the shogunate created the broader framework, foreign relations were actually implemented through cooperative but sometimes competitive relationships with the Satsuma and Tsushima domains, which themselves held largely independent ties with neighboring states. Successive Tokugawa leaders also proactively revised foreign trade, especially with China, taking steps that mirrored the commercial stances of other Asian and Western states. In the nineteenth century, the system of foreign relations continued to evolve, with Satsuma gaining a greater share of foreign trade and Tsushima assuming more responsibility in coastal defense. The two domains subsequently played key roles in Japan’s transition from using early modern East Asian practices of foreign relations to the national adoption of international relations, especially the recasting of foreign trade and the centralization of foreign relations authority, in the years surrounding the Meiji Restoration of 1868."

Kenneth Wilkening's study also illuminates the global struggle to create sustainable societies. The Meiji Restoration of 1868 ended Japan's era of isolation- created self-sufficiency and sustainability. The opening of the country to Western ideas and technology not only brought pollution problems associated with industrialization (including acid rain) but also scientific techniques for understanding and combating them. Wilkening identifies three pollution-related "sustainability crises" in modern Japanese history: copper mining in the late nineteenth and early twentieth centuries, which spurred Japan's first acid rain research and policy initiatives; horrendous post-World War II domestic industrial pollution, which resulted in a "hidden" acid rain problem; and the present-day global problem of transboundary pollution, in which Japan is a victim of imported acid rain. He traces the country's scientific and policy responses to these crises through six distinct periods related to acid rain problems and argues that Japan's leadership role in East Asian acid rain science and policy today can be explained in large part by the "historical scientific momentum" generated by efforts to confront the issue since 1868, reinforced by Japan's cultural affinity with rain (its "culture of rain"). Wilkening provides an overview of nature, culture, and the acid rain problem in Japan to complement the general set of concepts he develops to analyze the interface of science and politics in environmental policymaking. He concludes with a discussion of lessons from Japan's experience that can be applied to the creation of sustainable societies worldwide.
