Book excerpt: Throughout the Cold War, the United States encountered unexpected challenges from Italy and France, two countries with the strongest, and determinedly most anti-American, Communist Parties in Western Europe. Based primarily on new evidence from communist archives in France and Italy, as well as research archives in the United States, Alessandro Brogi's original study reveals how the United States was forced by political opposition within these two core Western countries to reassess its own anticommunist strategies, its image, and the general meaning of American liberal capitalist culture and ideology. Brogi shows that the resistance to Americanization was a critical test for the French and Italian communists' own legitimacy and existence. Their anti-Americanism was mostly dogmatic and driven by the Soviet Union, but it was also, at crucial times, subtle and ambivalent, nurturing fascination with the American culture of dissent. The staunchly anticommunist United States, Brogi argues, found a successful balance to fighting the communist threat in France and Italy by employing diplomacy and fostering instances of mild dissent in both countries. Ultimately, both the French and Italian communists failed to adapt to the forces of modernization that stemmed both from indigenous factors and from American influence. Confronting America illuminates the political, diplomatic, economic, and cultural conflicts behind the U.S.-communist confrontation.

Book excerpt: There are little doubts that Italy has attempted to play a more assertive role in the international arena since the end of the Cold War. During the first forty years of its Republican history, conditioned by both the polarized international context and an antagonistic domestic political system, Italy delegated its main choices in international affairs to external actors, most notably NATO and the European Union. The transition from a bipolar to a unipolar/multipolar world order provided Italy with new opportunities to pursue its political and commercial interests more autonomously, as well as new responsibilities, to actively contribute to solving conflicts and addressing new global threats. At the same time, the collapse of the traditional parties (linked to the fall of the Berlin wall and the Clean Hands enquiries) and the changes of the electoral law (from a proportional representation into a quasi-majoritarian system) generated two heterogeneous coalitions which have regularly alternated in power, but do not always share the same views and approaches-with differences at times of form, and more often of substance. Against this background, Italy in the Post-Cold War Order: Adaptation, Bipartisanship, Visibility, edited by Maurizio Carbone, seeks to explain the evolution of Italy's international action over a twenty-year span (1989-2009). Three central questions are addressed. First, how does Italy adapt to transformations of the international system? Second, how does its ever-changing political system influence Italy's choices in foreign relations? Third, how do domestic structures constrain (or enable) Italy's place on the world stage? To answer these questions, this book consists of two broad parts. The first part sets the context and discusses issues 'horizontally, ' focusing on foreign policy, security and defense policy, development cooperation, and multilateral action. On 230.000 Italians left on the Eastern front almost 100.000 did not come back home. Testimonies and memoirs from surviving veterans complement the author's intensive work in Russian and Italian archives. The study examines Italian war crimes against the Soviet civilian population and describes the particularly grim fate of the thousands of Italian military internees who after the 8 September 1943 Armistice had been sent to Germany and were subsequently captured by the Soviet army to be deported to the USSR. The book presents everyday life and death in the Soviet prisoner camps and explains the particularly high mortality among Italian prisoners. Giusti explores how well the system of prisoner labor, personally supervised by Stalin, was planned, starting in 1943. A special focus of the study is antifascist propaganda among prisoners and the infiltration of the Soviet security agencies in the camps. Stalin was keen to create a new cohort of supporters through the mass political reeducation of war prisoners, especially middle-class intellectuals and military élite. The book ends with the laborious diplomatic talks in 1946 and 1947 between USSR, Italy, and the Holy See for the repatriation of the surviving prisoners.

The problem included a much larger territory which covers the wider area of Trieste: ranging from the Julian Alps in the north to the base of the Istrian peninsula in the south; in the area where the Italians meet the South Slavs. Moreover, after the Second World War it was an area of confrontation for two ideologies: western democracy and communism. It was the place where the Iron Curtain lay between the two worlds for many decades of the Cold War. Often discussed from the socio-economic point of view, military aspects of the Trieste Crisis remain remarkably under-reported - and not only in the English language. One of the primary reasons is the relative unavailability of relevant Italian and Yugoslav documentation, but also the general focus on political and ethnic issues instead. The Trieste Crisis focusses on military-related affairs in this part of the world from the 'race to Trieste' of May 1945 until the creation of the Free Territory of Trieste and the culmination of tensions between Italy and former Yugoslavia, in October 1953. By the later date, the crisis had reached a point where it resulted in the largest deployment of military forces from both countries. Correspondingly, this work provides a detailed account of the Allied, Italian and Yugoslav military presence in the area befor, and their build-up during this near-war.
