Book excerpt: This report is the capstone to a series of reports analyzing Islamic fundamentalism in the Northern Tier countries-Turkey, Iran, Afghanistan, and Pakistan. Four reports analyze each of the countries in turn, and this document, the integrative study, seeks to establish common patterns and characteristics in the experience of all those states with fundamentalism. The purpose of the studies is to examine the phenomenon of Islamic fundamentalism: its origin, its historical basis, and its relationship to the political, economic, and social institutions of each country. The studies attempt to answer a series of specific operational and policy questions regarding the likely character of fundamental policies in those countries-excluding Iran, which is already a fundamentalist regime-were Islamic radicals to come to power. The role of Iranian influence in each of the countries is also examined. Finally, the studies examine the implications for U.S. policy and the possible options the United States might exercise in its relations with those countries in the future. Although this study limits its scope to the Northern Tier countries its conclusions are of relevance to other countries in the Muslim world.

Challenging the assertion that future conflict will be of the “clash of civilization” variety, it looks to the micro-origins of conflicts, which are as likely to arise between states sharing a religion as between those divided by it and more likely to arise within rather than across state boundaries. Thus, the chapters reveal the dual potential of religious movements as sources of peace and security as well as of violent conflict. Featuring an East-West, North-South approach, the volume avoids the conventional and often ethnocentric segregation of the experience of other regions from the European and American. Contributors draw examples from a variety of civilizations and world religions. They contrast self-generated movements from “below” (such as Protestant sectarianism in Latin America or Sufi Islam in Africa) with centralized forms of organization and patterns of diffusion from above (such as state-certified religion in China). Together the chapters illustrate how religion as bearer of the politics of meaning has filled the lacuna left by the decline of ideology, creating a novel transnational space for world politics.

Presented are four case studies of Iranian relations with Azerbaijan, Turkey, Israel, and four Persian Gulf States (the United Arab Emirates, Bahrain, Oman, and Saudi Arabia). Book excerpt: The Afghan fundamentalist (Islamist) movement, which has been active in Afghan politics since the late 1960s, has been powerfully reinforced by the Soviet invasion and, subsequently, by the mujahidin's sensational victory over the Red Army. This report reviews the foundations of Islamist strength, considers whether Islamists will come to power, reviews weaknesses of Islamist parties, and considers implications for the United States if an Islamist regime were to come to power. The author concludes that, although the Islamists have established a "permanent" place in Afghan politics, their position is likely to change as a new, postcommunist phase begins in Afghanistan. The probability that radical Islamists will exercise exclusive power in Afghanistan is slight, but they will always be a factor in Afghan politics, and their exclusion from governance could be the root of prolonged civil conflict. Finally, while radical Islamists will remain cool to the United States, they are unlikely to vehemently oppose it under any circumstances.

Arab activists did not articulate explicitly any modalities of their desired system, although their slogans ushered to a fully-democratic society. These unguided Uprisings showcase an open-ended freedom-to question after Arabs underwent their freedom-from struggle from authoritarianism. The new conflicts in Egypt, Syria, Yemen, and Libya have fragmented shar’iya (legitimacy) into distinct conceptualizations: “revolutionary legitimacy,” “electoral legitimacy,” “legitimacy of the street,” and “consensual legitimacy.” This volume examines whether the Uprisings would introduce a replica of the European Enlightenment or rather stimulate an Arab/Islamic awakening with its own cultural specificity and political philosophy. By placing Immanuel Kant in Tahrir Square, this book adopts a comparative analysis of two enlightenment projects: one Arab, still under construction, with possible progression toward modernity or regression toward neo-authoritarianism, and one European, shaped by the past two centuries. Mohammed D. Cherkaoui and the contributing authors use a hybrid theoretical framework drawing on three tanwiri (enlightenment) philosophers from different eras: Ibn Rushd, known in the west as Averroes (the twelfth century), Immanuel Kant (the eighteenth century), and Mohamed Abed Al-Jabri (the twentieth century). The authors propose a few projections about the outcome of the competition between an Islamocracy vision and what Cherkaoui terms as a Demoslamic vision, since it implies the Islamist movements’ flexibility to reconcile their religious absolutism with the prerequisites of liberal democracy. This book also traces the patterns of change which point to a possible Arab Axial Age. It ends with the trials of modernity and tradition in Tunisia and an imaginary speech Kant would deliver at the Tunisian Parliament after those vibrant debates of the new constitution in 2014.
