The Struggle for Inclusion introduces a new method to the study of public opinion: to probe, step by step, how far non-Muslim majorities are willing to be inclusive, where they draw the line, and why they draw it there and not elsewhere. Those committed to liberal democratic values and their concerns are the focus, not those advocating exclusion and intolerance. Notwithstanding the turbulence and violence of the last decade over issues of immigration and of Muslims in the West, the results of this study demonstrate that the largest number of citizens in contemporary liberal democracies are more open to inclusion of Muslims than has been recognized. Not less important, the book reveals limits on inclusion that follow from the friction between liberal democratic values. This pioneering work thus brings to light both pathways to progress and polarization traps.

Book excerpt: The movement of nation building in Islamic societies away from the secular or Pan-Arab models of the early twentieth century toward a variety of "nationalisms" was accompanied by growing antagonism between the Muslim majority and ethnic or religious minorities. The papers in Nationalism and Minority Identities in Islamic Societies offer a comparative analysis of how these minorities developed their own distinctive identities within the modern Islamic nation-state. The essays focus on identity formation in five minority groups - Copts in Egypt, Baha'is and Christians in Pakistan, Berbers in Algeria and Morocco, and Kurds in Turkey and Iraq. While every minority community is distinctive, the experiences of each show that a state's authoritarian rule, uncompromising attitude towards expressions of particularism, and failure to offer tools for inclusion are all responsible for the politicization and radicalization of minority identities. In order to discuss the situation for non-Muslims in Muslim majority societies, a consultation was convened with both Muslim and Christian participants from Pakistan, Palestine, Lebanon, and Sweden. Some of the participants work in academic settings, others in faith-based organisations, some in jurisprudence and others with theological issues. Non-Muslims in Muslim Majority Societies is the result of thatconsultation. The intention of the book is to trigger reflection and further thinking, through papers that discuss issues such as freedom of religion, minority rights, secular and religious legislation, and inter-religious dialogue in Muslim majority societies. Although the articles are presented as 'works in progress' and remain tentative in many of their conclusions, this book is an important contribution to the global debate over religious tolerance and religious pluralism.

Book excerpt: Based on a comparative analysis of several hundred religio-juristic treatises and fatwas (religious decisions), Shari'a and Muslim Minorities: The Wasati and Salafi Approaches to Fiqh al-Aqalliyyat al-Muslima offers the most systematic and comprehensive study to date of fiqh al aqalliyyat al-Muslima - the field in Islamic jurisprudence that treats issues that are unique to Muslims living in majority non-Muslim societies. The book argues that two main contesting approaches to fiqh al-aqalliyyat al-Muslima, the wasati and the salafi, have developed, in part dialectically. While both envision a future Islamizing of the West as a main justification for Muslim residence in the West, the wasati approach is pragmatic, facilitating, and integration-minded, whereas the salafi calls for strict application of religious norms and for introversion. The volume examines diverse and highly-debated juristic issues, including the permissibility of naturalizing in non-Muslim states, participating in their electoral systems and serving in their militaries and police forces; the permissibility of taking mortgages and student loans; the permissibility of congratulating Christians on Christmas or receiving Christmas bonuses; and the permissibility of working in professions that involve breaching of religio-legal prohibitions (e.g. serving pork). Discussions highlight the diversity within contemporary Islamic jurisprudence and introduce new nuances to highly-charged concepts such as proselytizing, integration, and multiculturalism.
