However, while in some places the EU has a relatively strong record as a supporter of democratic values, it is failing to respond effectively to the emergence of a vastly more challenging environment for democracy promotion. This paper reveals serious limits across three strands of democracy policy - the magnitude of incentives offered in return for democratic change, the degree of critical pressure exerted for democratic reform and the scale of European democracy funding. Even where the EU is building on the initiatives it has pursued for the last two decades, the paper demonstrates that these policies fail to measure up to the challenges posed by the new international context.

Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. Book excerpt: Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. In Western Europe's Democratic Age, Martin Conway provides an innovative new account of how a stable, durable, and remarkably uniform model of parliamentary democracy emerged in Western Europe—and how this democratic ascendancy held fast until the latter decades of the twentieth century. Drawing on a wide range of sources, Conway describes how Western Europe's postwar democratic order was built by elite, intellectual, and popular forces. Much more than the consequence of the defeat of fascism and the rejection of Communism, this democratic order rested on universal male and female suffrage, but also on new forms of state authority and new political forces—primarily Christian and social democratic—that espoused democratic values. Above all, it gained the support of the people, for whom democracy provided a new model of citizenship that reflected the aspirations of a more prosperous society. This democratic order did not, however, endure. Its hierarchies of class, gender, and race, which initially gave it its strength, as well as the strains of decolonization and social change, led to an explosion of demands for greater democratic freedoms in the 1960s, and to the much more contested democratic politics of Europe in the late twentieth century. It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.

Why do only certain states and non-state actors emerge as such entrepreneurs? Why, how, and how effectively do they support regime change abroad? To answer these questions, the book studies the entrepreneurs behind the third wave of democratization, with a focus on the new eastern European democracies - members of the European Union. The study finds that it is not the strongest democracies nor the democracies trying to ensure their survival in a neighborhood of non-democracies that become the most active diffusion entrepreneurs. It is, instead, the countries where the organizers of the domestic democratic transitions build strong solidarity movements supporting the spread of democracy abroad that do. The book also draws parallels between their activism abroad and their experiences with democratization and democracy assistance at home.
