It is dominated by the foreboding Hualca Hualca mountain peak that is the source of this town's much-needed water. How the villagers obtain this water, Paul Gelles writes, is not a simple process: the politics of irrigation in this area reflect a struggle for control of vital resources, deeply rooted in the clash between local, ritualized models of water distribution and the secular model put forth by the Peruvian state. Water and Power in Highland Peru provides an insightful case study on the intense conflicts over water rights, and a framework for studying ethnic conflict and the effects of "development," not only in Peru, but in other areas as well. Most of the inhabitants of Cabanaconde do not identify themselves with the dominant Spanish-speaking culture found in Peru. And the Peruvian state, grounded in a racist, post-Colonial ethos, challenges the village's long-standing, non-Western framework for organizing water management. Gelles demonstrates that Andean culture is dynamic and adaptive, and it is a powerful source of ethnic identity, even for those who leave the village to live elsewhere. Indigenous rituals developed in this part of the world, he states, have become powerful tools of resistance against interference by local elites and the present-day Peruvian state. Most importantly, the micropolitics of Cabanaconde provide a window into a struggle that is taking place around the world.

If so, this is probably because there have been relatively few archaeologists working in South America outside of Peru and recent advances in knowledge in other parts of the continent are only beginning to enter larger archaeological discourse. Many ideas of and about South American archaeology held by scholars from outside the area are going to change irrevocably with the appearance of the present volume. Not only does the Handbook of South American Archaeology (HSAA) provide immense and broad information about ancient South America, the volume also showcases the contributions made by South Americans to social theory. Moreover, one of the merits of this volume is that about half the authors (30) are South Americans, and the bibliographies in their chapters will be especially useful guides to Spanish and Portuguese literature as well as to the latest research. It is inevitable that the HSAA will be compared with the multi-volume Handbook of South American Indians (HSAI), with its detailed descriptions of indigenous peoples of South America, that was organized and edited by Julian Steward. Although there are heroic archaeological essays in the HSAI, by the likes of Junius Bird, Gordon Willey, John Rowe, and John Murra, Steward states frankly in his introduction to Volume Two that “arch- ology is included by way of background” to the ethnographic chapters.

Prior archaeological investigation of these societies has focused primarily on emergence and collapse. This is the first book-length work to examine the question of how and why early complex urban societies have reappeared after periods of decentralization and collapse. Ranging widely across the Near East, the Aegean, East Asia, Mesoamerica, and the Andes, these cross-cultural studies expand our understanding of social evolution by examining how societies were transformed during the period of radical change now termed “collapse.” They seek to discover how societal complexity reemerged, how second-generation states formed, and how these re-emergent states resembled or differed from the complex societies that preceded them. The contributors draw on material culture as well as textual and ethnohistoric data to consider such factors as preexistent institutions, structures, and ideologies that are influential in regeneration; economic and political resilience; the role of social mobility, marginal groups, and peripheries; and ethnic change. In addition to presenting a number of theoretical viewpoints, the contributors also propose reasons why regeneration sometimes does not occur after collapse. A concluding contribution by Norman Yoffee provides a critical exegesis of “collapse” and highlights important patterns found in the case histories related to peripheral regions and secondary elites, and to the ideology of statecraft. After Collapse blazes new research trails in both archaeology and the study of social change, demonstrating that the archaeological record often offers more clues to the “dark ages” that precede regeneration than do text-based studies. Control of water shaped the political, economic, and religious landscape of the ancient Americas, yet it is often overlooked in Precolumbian studies. Now one volume offers the latest thinking on water systems and their place within the ancient physical and mental language of the region. Precolumbian Water Management examines water management from both economic and symbolic perspectives. Water management facilities, settlement patterns, shrines, and water-related imagery associated with civic-ceremonial and residential architecture provide evidence that water systems pervade all aspects of ancient society. Through analysis of such data, the contributors seek to combine an understanding of imagery and the religious aspects of water with its functional components, thereby presenting a unified perspective of how water was conceived, used, and represented in ancient greater Mesoamerica. The collection boasts broad chronological and geographical coverage—from the irrigation networks of Teotihuacan to the use of ritual water technology at Casas Grandes—that shows how procurement and storage systems were adapted to local conditions.
