Book excerpt: A key support for FCTC 2030 project countries is the development of a WHO FCTC investment case. These investment cases analyze the health and economic costs of tobacco use as well as the potential economic benefits that can come from implementing key WHO FCTC measures. Focusing on the economic rationale for tobacco control, the WHO FCTC investment cases provide policymakers and other stakeholders with country-level evidence to inform tobacco control policy-making. The investment case for the Islamic Republic of Iran was prepared under the FCTC 2030 project in close collaboration with governments of FCTC 2030 project countries, the Convention Secretariat, UNDP and WHO.

The Yearbook on International Investment Law & Policy 2012-2013 monitors current developments in international investment law and policy, focusing on recent trends and issues in foreign direct investment (FDI). With contributions by leading experts in the field, this title provides timely, authoritative information on FDI that can be used by a wide audience, including practitioners, academics, researchers, and policy makers. Contributions to the Yearbook on International Investment Law & Policy 2012-2013 cover the 2012-2013 trends in international investment agreements, the Foreign Direct Investment (FDI) trends, and the challenge of investment policies for outward FDI, as well as a review of 2012 international investment law and arbitration. This edition contains essays from the Symposium on Sustainable Development and International Investment Law: Bridging the Divide. Also included are general articles providing an analysis of arbitral tribunal practice regarding the applicable law to state contracts under the ICSID Convention in the Twenty First Century; the role of municipal laws in investment arbitration; the status of state-controlled entities under international investment law, the US and the Trans-Pacific partnership (TPP); new 2012 US Model BITs; and the Regulation of FDI in Bolivia. This volume concludes with the winning memorials from the 2012 FDI International Moot Competition.

Book excerpt: This volume presents results from three large, more contemporary prospective mortality studies and provides longer followup for two of the older studies dating from the 1950's. When observations from the more contemporary studies are compared with those from the 1950's, one important but disturbing conclusion is apparent - mortality risks among continuing smokers, both males and females, have increased. In fact, relative risks for smokers compared to never-smokers have increased for all major smoking-related diseases - coronary heart disease (CHD), lung cancer, other smoking-related cancers, stroke, and chronic obstructive pulmonary disease (COPD). This increase over time in the relative risks for smokers compared to never-smokers has occured despite a dramatic decline in cardiovascular disease (CVD) death rates in the U.S. population, suggesting that the decline in CVD death rates has been proportionately greater among never-smokers than among continuing smokers. The clearest message that is drawn from the enormous quantity of data presented in this monograph is that smoking prevention and cessation efforts are complementary, not alternative, solutions to the current epidemic of diseases caused by smoking.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the intersection between contemporary International Commercial Arbitration and Shariʿa law in order to determine possible tensions that may arise between the two systems. It develops evidentiary and procedural rules under Shariʿa, as well as examining the consequences of stipulating qualifications of arbitrators based on gender and/or religion. The author extensively analyses the prohibition against interest (riba) and uncertainty (gharar) under Shariʿa and its impact on arbitration agreements, arbitral awards and public policy. The book also explores the prohibition against riba in light of international conventions, such as the United Nations Convention on Contracts for the International Sale of Goods. Case studies in the book include the Asian International Arbitration Centre, formerly the Kuala Lumpur Regional Centre for Arbitration, and the International Islamic Centre for Reconciliation and Arbitration, as well as the ‘Shari’a Standards’ developed by the Accounting and Auditing Organization for Islamic Financial Institutions. The book will be a valuable resource for academics, students and practitioners working in the areas of Islamic law and the Islamic finance industry.

Book excerpt: There is no doubt that smoking is damaging global health on an unprecedented scale. However, there is continuing debate on the economics of tobacco control, including the costs and consequences of tobacco control policies. This book aims to fill the analytic gap around this debate. This book brings together a set of critical reviews of the current status of knowledge on tobacco control. While the focus is on the needs of low-income and middle-income countries, the analyses are relevant globally. The book examines tobacco use and its consequences including new analyses of welfare issues in tobacco consumption, poverty and tobacco, and the rationale for government involvement . It provides an evidence-based review of policies to reduce demand including taxation, information, and regulation. It critically reviews supply-side issues such as trade and industry and farming issues, including new analyses on smuggling. It also discusses the impact of tobacco control programs on economies, including issues such as employment, tax revenue and welfare losses. It provides new evidence on the effectivemess and international action, including future research directions. A statistica; annex will contain information on where the reader can find data on tobacco consumption, prices, trade, employment and other items. The book is directed at academic economists and epidemiologists as well as technical staff within governments and international agencies. Students of economics, epidemiology and public policy will find this an excellent comprehensive introduction to economics of tobacco control.

Available in PDF, EPUB and Kindle. Book excerpt: Islamic finance has started to grow in international finance across the globe, with some concentration in few countries. Nearly 20 percent annual growth of Islamic finance in recent years seems to point to its resilience and broad appeal, partly owing to principles that govern Islamic financial activities, including equity, participation, and ownership. In theory, Islamic finance is resilient to shocks because of its emphasis on risk sharing, limits on excessive risk taking, and strong link to real activities. Empirical evidence on the stability of Islamic banks, however, is so far mixed. While these banks face similar risks as conventional banks do, they are also exposed to idiosyncratic risks, necessitating a tailoring of current risk management practices. The macroeconomic policy implications of the rapid expansion of Islamic finance are far reaching and need careful considerations.

It outlines the occurrence of the high yet increasing prevalence of tobacco use in the developing world, and documents the negative impact that tobacco cultivation and tobacco-use have on poverty and development. Global partnership is deemed to be important in strengthening tobacco control, which all nations and their development agencies are urged to address as an aspect of policy. The study recommends that tobacco control should be included as a vital ingredient contributing towards the attainment of the Millennium Development Goals. To this end, countries are encouraged to become Parties to the WHO Framework Convention on Tobacco Control, which is an essential tool to bring about tobacco control in all countries, whatever their stage of socioeconomic development.

Available in PDF, EPUB and Kindle. Book excerpt: State structures, international forces, and class relations: Theda Skocpol shows how all three combine to explain the origins and accomplishments of social-revolutionary transformations. Social revolutions have been rare but undeniably of enormous importance in modern world history. States and Social Revolutions provides a new frame of reference for analyzing the causes, the conflicts, and the outcomes of such revolutions. It develops a rigorous, comparative historical analysis of three major cases: the French Revolution of 1787 through the early 1800s, the Russian Revolution of 1917 through the 1930s, and the Chinese Revolution of 1911 through the 1960s. Believing that existing theories of revolution, both Marxist and non-Marxist, are inadequate to explain the actual historical patterns of revolutions, Skocpol urges us to adopt fresh perspectives. Above all, she maintains that states conceived as administrative and coercive organizations potentially autonomous from class controls and interests must be made central to explanations of revolutions.

Available in PDF, EPUB and Kindle. Book excerpt: The fully revised second edition of this textbook offers a comprehensive introduction to theories of public policy and policymaking. The policy process is complex: it contains hundreds of people and organisations from various levels and types of government, from agencies, quasi- and non-governmental organisations, interest groups and the private and voluntary sectors. This book sets out the major concepts and theories that are vital for making sense of the complexity of public policy, and explores how to combine their insights when seeking to explain the policy process. While a wide range of topics are covered – from multi-level governance and punctuated equilibrium theory to 'Multiple Streams' analysis and feminist institutionalism – this engaging text draws out the common themes among the variety of studies considered and tackles three key questions: what is the story of each theory (or multiple theories); what does policy theory tell us about issues like 'evidence based policymaking'; and how 'universal' are policy theories designed in the Global North? This book is the perfect companion for undergraduate and postgraduate students studying public policy, whether focussed on theory, analysis or the policy process, and it is essential reading for all those on MPP or MPM programmes. New to this Edition: - New sections on power, feminist institutionalism, the institutional analysis and development framework, the narrative policy framework, social construction and policy design - A consideration of policy studies in relation to the Global South in an updated concluding chapter - More coverage of policy formulation and tools, the psychology of policymaking and complexity theory - Engaging discussions of punctuated equilibrium, the advocacy coalition framework and multiple streams analysis
