Available in PDF, EPUB and Kindle. Book excerpt: This book is openly available in digital formats thanks to a generous grant from the Andrew W. Mellon Foundation. The Atlantic-Pacific Central American sea-level canal is generally regarded as a spectacular failure. However, Deep Cut examines the canal in an alternative context, as an anticipated infrastructure project that captured attention from the nineteenth through the late twentieth centuries. Its advocates included naturalist Alexander von Humboldt, physicist Edward Teller, and U.S. presidents John F. Kennedy, Lyndon Johnson, and Jimmy Carter. The waterway did not come to fruition, but as a proposal it served important political and scientific purposes during different eras, especially the years spanning the Cold War and the “environmental decade” of the 1970s. Historian Christine Keiner shows how the evolving plans for the sea-level ship canal performed distinct kinds of work for diverse historical actors in light of shifting scientific, environmental, and diplomatic values. Dismissing it as a failed scheme prevents us from considering the political, cultural, and epistemological processes that went into constructing the seaway as an innovative diplomatic solution to rising U.S.-Panama tensions, an exciting research opportunity for evolutionary biologists, a superior hydrocarbon highway for the oil industry, or a serious ecological threat to marine biodiversity. Invoking past dreams and nightmares of peaceful nuclear explosives, invasive sea snakes, and the 1970s energy crisis, Deep Cut uses the Central American seaway proposal to examine the changing roles of environmental diplomacy and state-sponsored environmental impact assessment. More broadly, Keiner amplifies an emerging conversation around the environmental, scientific, and political histories and legacies of unrealized megaprojects.

Available in PDF, EPUB and Kindle. Book excerpt: Emperors in the Jungle is an exposé of key episodes in the military involvement of the United States in Panama. Investigative journalism at its best, this book reveals how U.S. ideas about taming tropical jungles and people, combined with commercial and military objectives, shaped more than a century of intervention and environmental engineering in a small, strategically located nation. Whether uncovering the U.S. Army’s decades-long program of chemical weapons tests in Panama or recounting the invasion in December 1989 which was the U.S. military’s twentieth intervention in Panama since 1856, John Lindsay-Poland vividly portrays the extent and costs of U.S. involvement. Analyzing new evidence gathered through interviews, archival research, and Freedom of Information Act requests, Lindsay-Poland discloses the hidden history of U.S.–Panama relations, including the human and environmental toll of the massive canal building project from 1904 to 1914. In stunning detail he describes secret chemical weapons tests—of toxins including nerve agent and Agent Orange—as well as plans developed in the 1960s to use nuclear blasts to create a second canal in Panama. He chronicles sustained efforts by Panamanians and international environmental groups to hold the United States responsible for the disposal of the tens of thousands of explosives it left undetonated on the land it turned over to Panama in 1999. In the context of a relationship increasingly driven by the U.S. antidrug campaigns, Lindsay-Poland reports on the myriad issues that surrounded Panama’s takeover of the canal in accordance with the 1977 Panama Canal Treaty, and he assesses the future prospects for the Panamanian people, land, and canal area. Bringing to light historical legacies unknown to most U.S. citizens or even to many Panamanians, Emperors in the Jungle is a major contribution toward a new, more open relationship between Panama and the United States.

Available in PDF, EPUB and Kindle. Book excerpt: The primary aim of the handbook series will be to include as much useful data as possible for the specialist needing ready access for the solution of problems most likely to arise in the radiation protection professions. However, some selected review of fundamental concepts is also included to enable persons with a basic science or engineering background to acquire the necessary knowledge to solve a majority of problems in especially important aspects of radiation protection. Also since the profession is broad in discipline, an attempt has been made to fulfil the frequent need of professionals for a refresher course in some of the more important fundamentals needed to utilize data included in the handbook. Principles of management, organization, and procedures related to radiation safety will also be summarized in later volumes, with attention to presentation of methods for establishing new radiation safety programs based on the accumulated experience of others.
