Elle analyse les effets d'internet sur les dynamiques de l'institution et, plus largement, vise à comprendre les implications socio-culturelles. Il y est ainsi fait état de l'existence d'une "configuration développementaliste" au sein de l'université ; de transferts de technologies et de modèles ; d'innovations dans l'institution universitaire ; de réformes d'une organisation en crise ; du processus d'appropriation de l'institution... Au-delà de la simple analyse de la boîte à outils proposée par des opérateur comme l'Agence universitaire de la francophonie (AUF) et l'université virtuelle africaine (UVA), cette recherche entend cerner le rôle des TIC et d'internet dans le processus de réforme de l'université. Les usages mis en avant par les organisme de coopération ont forcément un impact sur une université sénégalaise en crise, d'autant que les institutions mettent désormais en oeuvre leurs propres programmes. En quoi ces démonstrations induisent-elles l'introduction de l'innovation dans l'université sénégalaise ? Quelle est exactement la nature du transfert ? Ceci influe-t-il sur les transformations en cours dans les institutions ? Quels sont les effets de ces technologies au caractère extraverti sur lesdites dynamiques ?
