Available in PDF, EPUB and Kindle. Book excerpt: In February 1997, 69 countries accounting for 95 percent of world telecommunications traffic agreed to open their basic telecommunications service markets. In April 1997, 28 countries accounting for 80 percent of world trade in information technology (IT) goods agreed to eliminate tariffs on IT goods by January 2000. These two agreements represent significant steps toward global telecommunication liberalization. The agreements also mark the beginning of new battles that will determine the extent of competition and reform in the telecommunications industry in the 21st century. Although implementation of the two pacts will be phased in over several years, some signatory countries are already facing a backlash from local telecommunications companies and equipment suppliers. Hence the issue remains highly contentious around the world. In this volume, leading scholars from different countries offer their assessments of the two new agreements. They also predict the evolution of the telecommunications industry in the years ahead. The volume provides essential background on future developments in this dynamic and crucial sector, and suggests ways in which it can be shaped to provide maximum benefits for the world economy.

This book was released on 2010-01-01 with total page 369 pages. Available in PDF, EPUB and Kindle. Book excerpt: After decades of liberalization of the telecommunications industry around the world and technological convergence that allows for increasing competition, sector-specific regulation of telecommunications has been on the decline. As a result, the telecommunications industry stands in the middle of a debate that calls for either a total deregulation of access to broadband infrastructures or a separation of infrastructure from service delivery. This book proposes new approaches to dealing with the current and future issues of regulation of telecommunication markets on both a regional and a global scale. This volume represents a valuable compendium of ideas regarding global trends in the telecommunications industry that focus on market and regulatory issues and company strategies. With an international cast of contributors, Regulation and the Evolution of the Global Telecommunications Industry also provides insight into topics including: mobile Internet development, structural function and separation, global experiences with next generation networks, technology convergence and the role of regulation, and the regulatory impact on the balance between static and dynamic efficiencies. The empirical evidence and experiences presented here illustrate the diversity of thoughts and research that characterize this important area of academic and business research. Thus, it will be a critical reference for scholars and students of regulatory economics, policy and finance and researchers and administrators of the telecom industry.

Available in PDF, EPUB and Kindle. Book excerpt: Designed to provide the legal practitioner with the basic tools to understand the international telecommunications field, this document was originally prepared in connection with the 1983 Conference on International Telecommunications. An introductory chapter focuses on where policy is made and lists international organizations involved with telecommunications policy; United States Government Executive Branch Agencies, their functions, and staff; and relevant congressional committees and their key members, staff, and current interest in international telecommunications. Other pertinent legislative branch organizations are also described. Separate chapters then cover the International Telecommunication Union, regulatory environment, transborder data flow, telecommunications and trade policy, and intellectual property. For each topic, an introductory essay describing important developments and major concerns is followed by selected materials which include United States laws, regulations, and proposed legislation; judicial and administrative decisions; treaties and agreements; a description of the ongoing activities of key international organizations; a description of the Executive Branch Interagency and Public Advisory Committees; a selected bibliography; and additional information. A glossary and conclusions are provided. (LMM)

This book was released on 1989 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: New policies are needed for the U.S. telecommunications industry. The continuation of current policies--which emphasize customer and convenience services to the near exclusion of developing domestically produced equipment and improving infrastructure--will constrain the domestic growth of U.S. corporations and make it difficult for smaller American firms to use sophisticated equipment and services. A new policy regime should focus on linkages between network infrastructure development and technological innovations in equipment, fostering the joint development of both. International competitors such as Japan and the European Community have already established policies to upgrade the existing telecommunications infrastructure and lead in the development of strategic technologies such as high definition television (HDTV). These competitors are also rapidly organizing an Integrated Services Digital Network to be a cornerstone for the development of future high technology industries. The United States needs a comprehensive and coherent approach to the industrial issues and regulatory concerns facing its telecommunications industry. One immediate step should be to establish an independent Department of Communications that would create a unified approach to the nation's economic base in the next decades. (31 references) (GL)
