Available in PDF, EPUB and Kindle. Book excerpt: This open access book examines global plastic pollution, an issue that has become a critical societal challenge with implications for environmental and public health. This volume provides a comprehensive, holistic analysis on the plastic cycle and its subsequent effects on biota, food security, and human exposure. Importantly, global environmental change and its associated, systems-level processes, including atmospheric deposition, ecosystem complexity, UV exposure, wind patterns, water stratification, ocean circulation, etc., are all important direct and indirect factors governing the fate, transport and biotic and abiotic processing of plastic particles across ecosystem types. Furthermore, the distribution of plastic in the ocean is not independent of terrestrial ecosystem dynamics, since much of the plastic in marine ecosystems originates from land and should therefore be evaluated in the context of the larger plastic cycle. Changes in species size, distribution, habitat, and food web complexity, due to global environmental change, will likely alter trophic transfer dynamics and the ecological effects of nano- and microplastics. The fate and transport dynamics of plastic particles are influenced by their size, form, shape, polymer type, additives, and overall ecosystem conditions. In addition to the risks that plastics pose to the total environment, the potential impacts on human health and exposure routes, including seafood consumption, and air and drinking water need to be assessed in a comprehensive and quantitative manner. Here I present a holistic and interdisciplinary book volume designed to advance the understanding of plastic cycling in the environment with an emphasis on sources, fate and transport, ecotoxicology, climate change effects, food security, microbiology, sustainability, human exposure and public policy.

The authors argue that with careful planning, health and ecological risks can be minimized and net economic benefits realized fairly. The book examines the key parameters that should be considered by potential trading nations to ensure an optimally safe and mutually beneficial partnership. The authors provide comprehensive coverage of the political, environmental, industrial and economic issues involved in this complex and increasingly controversial practice.

The Montreal Protocol on Substances that Deplete the Ozone Layer is one of the most effective multilateral environmental agreements currently in existence. Established to control the production and consumption of CFCs and other ozone-depleting chemicals, the Protocol is an important example of an agreement which places restrictions on international trade in the interests of the global environmental – a feature which may become common in future treaties. This report examines the development, effectiveness and future of the trade provisions of the ozone regime, concluding that they have contributed significantly to its success in attracting signatories and in limiting ozone depletion. Issues considered include the compatibility of the trade provisions and the GATT, trade restrictions and developing countries, and the new problems of non-compliance and illegal trade in CFCs.

Book excerpt: The term “hazardous wastes” covers a wide range of disused products and production wastes generated not only in industrial sectors, but also in all areas of everyday life. Hazardous wastes are to a large extent shipped by sea to third countries for recycling or disposal. While the procedural requirements for such movements are laid out in the 1989 Basel Convention, explicit rules of responsibility and liability for resulting damages are neither provided by the Basel Convention nor by other international conventions. The Liability Protocol to the Basel Convention of 1999 has not yet entered into force. This book examines the existing rules of responsibility and liability applying to States and private persons and outlines the conditions under which liability may be incurred. Subsequently, the advantages and shortcomings of the 1999 Liability Protocol are analyzed. Although this Protocol faces substantial political headwind, from a legal perspective it includes principally useful and reasonable approaches and should therefore be ratified.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, international trade in toxic waste and hazardous technologies by firms in rich industrialized countries has emerged as a routine practice. Many poor countries have accepted these deadly imports but are ill equipped to manage the materials safely. For more than a decade, environmentalists and the governments of developing countries have lobbied intensively and generated public outcry in an attempt to halt hazardous transfers from Northern industrialized nations to the Third World, but the practice continues. In her insightful and important book, Jennifer Clapp addresses this alarming problem. Clapp describes the responses of those engaged in hazard transfer to international regulations, and in particular to the 1989 adoption of the Basel Convention. She pinpoints a key weakness of the regulations—because hazard transfer is dynamic, efforts to stop one form of toxic export prompt new forms to emerge. For instance, laws intended to ban the disposal of toxic wastes in the Third World led corporations to ship these byproducts to poor countries for "recycling." And, Clapp warns, current efforts to prohibit this "recycling movement" may accelerate a new business endeavor: the relocation to poor countries of entire industries that generate toxic wastes.Clapp concludes that the dynamic nature of hazard transfer results from increasingly fluid global trade and investment relations in the context of a highly unequal world, and from the leading role played by multinational corporations and environmental NGOs. Governments, she maintains, have for too long failed to capture the initiative and have instead only reacted to these opposing forces.

This book was released on 2009-01-01 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: This ground-breaking study is the first book to take a comprehensive approach to the subject of transboundary shipments of hazardous substances and the instruments employed for regulating such shipments. It fully explains which types of trade regulating instruments are employed by which agreements, and then goes on to evaluate the pros and cons of these instruments with respect to their compatibility with international legal norms, especially WTO law. Taken in conjunction with other trade-regulating measures, this analysis assesses the PIC concept/ procedure from three perspectives: its effect on state sovereignty, its potential for enhancing environmental and health protection in importing states, and its relationship with the free-trade regime, represented primarily by the GATT and the SPS and TBT Agreements of the WTO. The analysis also includes coverage of the pertinent export laws of the EU and the United-States, and of the export and import laws of India pertaining to potentially hazardous substances and products.
