This book also explores the economic and political inputs to the global oil and gas industry’s organization and markets since the early 1960s and the consequences of a loss of control, not only for the industry itself, but also for the western world’s economy and its political stability.

Book excerpt: The Revenue Watch program and the Initiative for Policy Dialogue promote transparency and civic participation in natural resource policymaking. Journalists know how hard it is to report on government management of oil, gas, and other natural resource revenues. Governments and industry are seldom forthcoming. And reporters themselves usually lack the background in economics, engineering, geology, and corporate finance helpful to understanding the energy industry and the effects of resource wealth. This book attempts to redress the balance with practical information in easy to understand language. Chapters include Understanding the Resource Curse, A Primer on Oil, Oil Companies and the International Oil Market, the ABCs of Petroleum Contracts, and the Environmental, Social, and Human Rights Impacts of Oil Development. Tip sheets inform reporters about stories to pursue and questions to ask.

Book excerpt: In order to alleviate their problems many less developed countries (LDCs) are endeavoring to develop to the full their energy resources and in particular their hydrocarbon resources. However, the development of these resources is hindered by many factors, among which are the following: badly established estimates of indigenous resources; under-exploration; lack of competent Government institutions to monitor the hydrocarbon sector; lack of local markets to exploit non-oil hydrocarbon finds; refineries which are outdated, producing the wrong product mix and where economies of scale make upgrading difficult. The purpose of this work is to examine the hydrocarbon sector in the African, Caribbean and Pacific (ACP) group of countries. An examination of such a diverse group of nations on a global scale is difficult since the group includes relatively rich countries such as Trinidad and Tobago with a GNP per capita of $4000, to the sub-Saharan countries such as Mali with a GNP per capita of $120. No easy solutions will be presented to improve the present energy situation in these countries but the reasons for the lack of hydrocarbon development will be examined. The work of the World Bank and similar international financial institutions will be assessed and a potted review of the hydrocarbon sector in each country will be presented.

Book excerpt: . . . a very detailed and fascinating description of the development of China s oil and natural gas industry and an assessment of its prospects. . . certainly a recommended read. Anthony D. Owen, Asia Pacific Journal of Economics and Business . . . this book should be a part of the library of anyone interested in the Chinese energy system. New Zealand Journal of Asian Studies This is a timely and important book to help enhance understanding of China s petroleum industry and to assess China s energy policy in a more sensible way. Janet Xuanli Liao, The China Journal This is a timely volume. Understanding the oil and gas industry that China has at home is an essential prerequisite to understanding Chinese foreign policy and the future role of China in world oil and gas markets. It is certain to be a major one. From the preface by Ron Oxburgh, Lord Oxburgh of Liverpool, (Climate Change Capital) China s rapid economic development is having profound implications for energy resources. China has always been exceptionally reliant on its abundant coal, but consumption of oil and gas have grown rapidly since reform began in the 1980s. In spite of vigorous domestic development most recently in the Tarim Basin China is now consuming approximately 8 per cent of the world s oil output but producing only 4 per cent. China s emergence as an energy importer has given rise to concerns that it is a major contributor to recent turmoil in energy markets. This book examines China s record of oil and gas development, its refining capacity, and energy prospects. The authors conclude that there are no fundamental reasons for anxiety about China s demands on the world energy economy, but they emphasize that its energy future will depend critically on a continuation of reform and internationalization. China and the Global Energy Crisis is a concise but detailed study of these issues. This book will appeal not only to readers concerned with China and energy issues, but also to a wider readership seeking to understand China s development and its global meaning.

Book excerpt: This book examines the financial, legal and institutional strategies available to the international oil and gas industry to manage political and investment risk. The financial techniques for mitigating and allocating risk include corporate finance, joint ventures, and project finance. The legal techniques include production sharing agreements, profit sharing agreements, service contracts, bilateral investment treaties, and multilateral investment treaties. The institutional techniques include domestic courts, national constitutions, international arbitral tribunals, governmental and non-governmental regulatory agencies, alliances and energy diplomacy. This book traces the historical development of these techniques and their application in practice. The effectiveness with which companies manage political and investment risk is important for the financial sustainability of individual firms and the industry as whole. The real and perceived level of risk affects the level of exploration expenditures and therefore the balance between supply and demand, and the price of oil and natural gas. The search for a secure supply of oil and gas affects the political, military, and economic relations between countries. Consequently, every developed and developing country has placed energy policy at or near the top of its national priorities.

It places before anyone interested in the oil and gas industry basic and critical oil and gas issues not in common circulation in existing texts on the subject. The book is arranged in such a chronological order, like reference books and dictionaries tend to be,that a lay person in going through it would now know how oil is explored and found, how oil fields may be onshore and offshore, how oil blocs are bidded for, how oil is drilled, including associated gas deposits, among others. The transportation of oil and gas, storage of oil and gas, refining of oil and processing of gas, marketing of oil and gas,the impact of oil and gas exploration, production and revenues on the Nigerian environment, politics and economy and a myriad of other issues are comprehensively covered. The book should prove most useful to the lawyer, petroleum geologist, petroleum engineer, policy makers, investors, local and international development agencies and bodies, lecturers and students specialising in wide ranging subjects as economics, development studies, engineering, management, public administration, insurance, marketing, accounting and finance.
