Available in PDF, EPUB and Kindle. Book excerpt: This book has emerged out of the author's experience as Director of an innovative peacemaking, peacekeeping and humanitarian initiative, the International Conference on the Former Yugoslavia, between 1992 and 1996. What was striking about this conference was the experiment of two full-time Co-Chairmen, one from the United Nations and one from the European Union, who laboured tirelessly for peace in different parts of the former Yugoslavia for three and a half years. The strategies and organization of the conference had to be pieced together from the start by the Co-Chairmen and their colleagues; only in retrospect could the question whether there might have been experiences of international peace conferences that might have been useful at the beginning of this process be reviewed. This research is contained in Part One of this book, which offers a review of the role of international peace conferences in history. Part Two contains a case study of the strategies and experiences of the International Conference on the Former Yugoslavia.

Book excerpt: Bertrand de Rossanet is the pen name of a senior international civil servant who has been involved in negotiations and other activities carried out by the International Conference on the Former Yugoslavia from its earliest days. In this fascinating short book, which fits well into the Nijhoff Law Specials series, he describes and analyses the events which have taken place since 1992 with great skill, and with an understanding shared by few. Bertrand de Rossanet's long experience, together with his inside knowledge, provides a vantage point from which unique observations can be made. Nobody who wishes to comprehend the peacemaking and peacekeeping processes being played out in the former Yugoslavia, should miss reading this very special volume.

Available in PDF, EPUB and Kindle. Book excerpt: This unique book, one of the first of its kind, discusses how human rights actually featured in UN peace operations in the deadly conflicts in the former Yugoslavia between 1992 and 1996. It is based on original materials in the possession of the author, who was Director of the International Conference on the Former Yugoslava from 1992 to 1996 and also served as Director of the Office of the UN Special Representative in charge of all peacemaking, peacekeeping, and humanitarian operations in the region. The book brings out the strategic centrality of human rights in the wide-ranging humanitarian operations. It shows how the peacekeepers built in a human rights dimension for the first time in the history of UN peacekeeping. And it shows how the peace negotiators sought to build their peace proposals on the foundations of human rights. It shows the peacemakers advocating justice for the victims while proceeding with their negotiating efforts. The great value of this book is that the author, who was personally involved in all of the activities he writes about, shows how human rights were instilled in practice in UN peace operations over a period of some four years and it also reveals, for the first time, some innovative ideas advanced that might be helpful in future peace operations.

Available in PDF, EPUB and Kindle. Book excerpt: This book argues that the efforts of international mediators to stop the war in Bosnia were deliberately thwarted by the factions, who chose war over peace. Major powers backed clients among the warring parties, and prolonged the war, instead of helping to bring it to an end. NATO sat on the fence when it could have helped bring peace, leading to two more years of war. When the USA finally engaged in the search for peace it did so for domestic political reasons, trampled on the very moral precepts it had used to kill off earlier peace plans, used the building-blocks of the International Conference on the Former Yugoslavia, without acknowledgement, to draft the Dayton documents, and ended up with a plan that was inferior by far to the earlier Vance-Owen or Stoltenberg-Owen plans. Thoroughly documented, this book will long be discussed by diplomatic historians of the conflict.

Book excerpt: A Legal Geography of Yugoslavia's Disintegration explains the violent break-up of the former Yugoslavia in early 1990s in the context of two legal principles- sovereignty and the self-determination of peoples. The author recounts Yugoslavia's history, with a focus on the country's internal, administrative divisions, and aspirations of different ethnic groups in order to effectively explain the genesis of the international community's political decision to recognize the right of secession for the largest administrative units of Yugoslavia. Trobovich, a Serbian author writing from the perspective of a disengaged scholar, tackles her subject matter with clarity and detail and offers an intriguing analysis of Kosovo's future status; international recognition of secession; implications of Yugoslavia's disintegration for other conflicts invoking right to self-determination; and international intervention in ethnic conflicts.

Since these countries achieved independence as a result of the post-Cold War dissolution of their predecessor states, there is a relatively complex minority situation in all three--the result of changing state borders. This work contributes to identifying problem areas and the means and mechanisms to ensure adequate protection to minority groups.

Book excerpt: British Foreign Policy in former Yugoslavia 1989-1999: Brotherhood and Unity Lost, gives a broad analysis of Britain’s foreign policy during the wars of Yugoslav secessions from 1992 to 1999. Normative approaches to Britain’s foreign policy during this period ‘have tended to place it’ in to two halves. The notion, there was a new morality in Britain’s foreign policy appeared after New Labour‘s election landslide on 1 May 1997. Robin Cook declared shortly after the victory there would be an ‘ethical dimension’ to Labour‘s foreign policy, and this appeared to chart new territory. As a result, this would be a departure from what former US Assistant Secretary of State, James Rubin, believed was the hyper-realism of the traditional British kind under British Prime Minister, John Major. The book includes interviews with key actors, provides new archive material and re-examines claims by the ‘New Orthodoxy’ which became prevalent after 1999.

Book excerpt: This collection of essays assesses the legacy established by the most important international criminal tribunal since the Nuremberg and Tokyo war crimes trials, and considers what might be done to enhance or modify the legacy of the International Criminal Tribunal for the former Yugoslavia (ICTY), including improvement of the capacity of state courts in the region to prosecute violations of humanitarian law by using the Tribunal’s documents, evidence, law, and practice.
