Book excerpt: The collaborative efforts of Colombia¿s Department of National Planning (DNP) and the World Bank has produced the National Evaluation System of Public Sector Performance (SYNERGY). Put in place by the Special Division for Evaluation in DNP, this system has been designed and implemented to change the public sector from an inward-looking, process-oriented body (which sometimes restrains economic and social progress) into a more dynamic, results-oriented partner of the community and private sector in development. This report explores the critical factors in making SYNERGY a successful evaluation system. Such factors include ways of making it an effective management tool, promoting civil society participation by focusing on results for people and leveraging on their energy and resource, defining a constructive learning process for implementation, and providing an enabling environment for a results-oriented public sector.

Now widely used in government and not-for-profit organizations, program theory provides a coherent picture of how change occurs and how to improve performance. Purposeful Program Theory shows how to develop, represent, and use program theory thoughtfully and strategically to suit your particular situation, drawing on the fifty-year history of program theory and the authors' experiences over more than twenty-five years. "From needs assessment to intervention design, from implementation to outcomes evaluation, from policy formulation to policy execution and evaluation, program theory is paramount. But until now no book has examined these multiple uses of program theory in a comprehensive, understandable, and integrated way. This promises to be a breakthrough book, valuable to practitioners, program designers, evaluators, policy analysts, funders, and scholars who care about understanding why an intervention works or doesn't work." Michael Quinn Patton, author, Utilization-Focused Evaluation "Finally, the definitive guide to evaluation using program theory! Far from the narrow 'one true way' approaches to program theory, this book provides numerous practical options for applying program theory to fulfill different purposes and constraints, and guides the reader through the sound critical thinking required to select from among the options. The tour de force of the history and use of program theory is a truly global view, with examples from around the world and across the full range of content domains. A must-have for any serious evaluator." E. Jane Davidson, PhD, Real Evaluation Ltd. Companion Web site: josseybass.com/go/funnellrogers

Book excerpt: A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.

Available in PDF, EPUB and Kindle. Book excerpt: A chain is only as strong as its weakest link. When the links in the chain represent development projects, if individual projects fail to achieve their purpose, the development program's effectiveness is compromised. When the chain's links are strong and well-connected, the results are improved for the sector, country, and region. The role of multilateral banks is crucial; they inform the impact of development operations and support policymakers in decision making. This volume emphasizes that some crucial links in development tend to be systematically overlooked. In these matters, preoccupation with the immediate exigencies seems to come at the expense of attention to enduring problems-at a great cost to society. Development practitioners should apply policies that have produced results over time, ensuring that the links in the chain are strong, but too often they overlook those links-because of myopia, complexity, tradition, or special interests. This book will help policy makers and practitioners focus on the links that measure progress, apply lessons, and matter for lasting results.
