Interest groups are a very popular object of scientific inquiry, and they received already considerable research attention from scholars in political science, as well as from researchers in economics. Necessarily, then, this book adds to a literature which is already quite developed. A detailed positioning in this literature of the theoretical material presented in this monograph will be given in Chapter 2. This second chapter will also, by means of a review of the empirical literature, provide a more general overview of the issues deemed to be important when studying the influence of interest groups on public policy. The outline of the entire book is described in greater detail in Section 1. 2. As most issues involved are more easily presented in later chapters, this introductory chapter is kept brief. 1. 1 MOTIVATION Substantial political power is often attributed to interest groups. Examples abound in both the economics and political science literature, as well as in journalistic accounts and popular publications. On many occasions the authors express concerns about the negative impact of interest groups on the democratic quality of government. "The interests of a small group are served at the expense of the interests of the general public, the taxpayers!", is an often heard popular complaint.

Book excerpt: Following World War II, the Catholic Church in Europe faced the challenge of establishing political influence with newly emerging democratic governments. The Church became, as Carolyn Warner pointedly argues, an interest group like any other, seeking to attain and solidify its influence by forming alliances with political parties. The author analyzes the Church's differing strategies in Italy, France, and Germany using microeconomic theories of the firm and historical institutionalism. She demonstrates how only a strategic perspective can explain the choice and longevity of the alliances in each case. In so doing, the author challenges earlier work that ignores the costs to interest groups and parties of sustaining or breaking their reciprocal links. Confessions of an Interest Group challenges the view of the Catholic Church as solely a moral force whose interests are seamlessly represented by the Christian Democratic parties. Blending theory, cultural narrative, and archival research, Warner demonstrates that the French Church's superficial and brief connection with a political party was directly related to its loss of political influence during the War. The Italian Church's power, on the other hand, remained stable through the War, so the Church and the Christian Democrats more easily found multiple grounds for long-term cooperation. The German Church chose yet another path, reluctantly aligning itself with a new Catholic-Protestant party. This book is an important work that expands the growing literature on the economics of religion, interest group behavior, and the politics of the Catholic Church.

Indeed, during the 2008 presidential primary campaign, Hillary Clinton was derided for even suggesting that some lobbyists represent "real Americans." But although many popular commentators position interest groups as representatives of special—not "public"—interests, much organized advocacy is designed to advance public interests and ideas. Advocacy organizations—more than 1,600 of them—are now an important component of national political institutions. This book uses original data to explain why certain public groups, such as Jews, lawyers, and gun-owners, develop substantially more representation than others, and why certain organizations become the presumed spokespersons for these groups in government and media. In contrast to established theory and conventional wisdom, this book demonstrates that groups of all sizes and types generate advocates to speak on their behalf, though with varying levels of success. Matt Grossmann finds that the advantages of organized representation accrue to those public groups that are the most politically motivated and involved in their communities. Organizations that mobilize members and create a long-lasting presence in Washington become, in the minds of policymakers and reporters, the taken-for-granted surrogates for these public groups. In the face of perennial debates about the relative power of the people and the special interests, Grossmann offers an informed and nuanced view of the role of organizations in public representation and American governance.
