Not with guns, but with the necessary laws to make sure the country remains stable.” He implied that ethnic conflict and political instability are inevitable in a multi-ethnic society unless protected by certain laws. Ethnic conflict is like a time bomb. The misuse of human rights for political ends and to exploit ethnic sentiments can spark ethnic conflict. In theory, the modern nation-state must achieve pluralism in its project of nation building. There are few nations in the world which consist of a single ethnic group. Yet, multi-ethnicity also seems to be a serious challenge to any system of government, especially in Southeast Asia, as it adds possibly deep-running cleavages to societies. Some groups are marginalized in the course of nation-building as a result of the nature of the relationship between nation and state. Arjun Appadurai stated that “the nation and the state have become one another’s project”: groups try to capture states and their power while states try to “monopolize about the nationhood.” There is always tension between the centre and the margin. The centre often consists of one ethnic group and marginalised minority groups are denied their right to equality. Sometimes horrible wars with thousands of victims commence as a consequence of such processes of ethnically-framed nation-building. Therefore, a democratic setting should be functionally superior; that is, in a better position to moderate the escalatory tendencies inherent in a multi-ethnic setting, thereby achieving less violence-prone conflict management, and its eventual resolution in Southeast Asia. This book is intended for anyone interested in the subject of ethnic relations and conflicts, especially politicians, policy makers, civil society activists, academia, and students of ethnic/race studies and Southeast Asian politics.

The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. In the first few decades following decolonization, talk of multiculturalism and pluralism was discouraged, as states attempted to consolidate themselves as unitary and homogenizing nation-states. Today, however, it is widely recognized that states in the region must come to terms with the enduring reality of ethnic and religious cleavages, and find new ways of accommodating and respecting diversity. As a result, many countries are now debating policies to accommodate minorities, including recognition of indigenous rights, minority language rights, consociational power-sharing, regional autonomy, and multination federalism. This is often described as a key ingredient in any process of democratization in the region. One manifestation of this new ethos is the growing rhetoric of 'multiculturalism', often imported from the West. And indeed Western models of minority rights have had an influence in many Asian countries, often promoted by international organizations. However, Asian societies also have their own traditions of peaceful coexistence amongst linguistic and religious groups. All of the major ethical and religious traditions in the region - from Confucian and Buddhist to Islamic and Hindu - have their own conceptions of tolerance, and their own recipes for sustaining unity amidst diversity. These traditions continue to shape people's beliefs and practices in the region. Even the distinctive conception of Marxism developed in the region provides an influential perspective on these issues not found in the West. The rhetoric of 'multiculturalism' may be ubiquitous around the world, but it is being used to express quite different ideas and norms. Using both case studies and thematic essays, this volume examines the pre-colonial traditions, colonial legacies, and post-colonial ideologies that influence contemporary debates on multiculturalism in the region. It explores the areas of convergence and divergence between these different perspectives, and the extent to which they provide viable frameworks for managing ethnic and religious diversity in the region. -
