Book excerpt: This book uses empirical evidence from various case studies to examine the relationship between territorial and regional autonomy, the nation-state and ethnic conflict resolution in South and South-East Asia. The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. Revolutionary and secessionist conflicts feature broad historical arcs, with clear peaks and declines, while communal conflicts occur more sporadically. The fourth contribution ties these points together by focusing on conflict management. Just as ethnicity shapes conflicts, ethnic leaders and traditions can also promote peace. Cultural mechanisms are especially important for managing communal conflicts, the lone type not declining in Southeast Asia.

Not with guns, but with the necessary laws to make sure the country remains stable.” He implied that ethnic conflict and political instability are inevitable in a multi-ethnic society unless protected by certain laws. Ethnic conflict is like a time bomb. The misuse of human rights for political ends and to exploit ethnic sentiments can spark ethnic conflict. In theory, the modern nation-state must achieve pluralism in its project of nation building. There are few nations in the world which consist of a single ethnic group. Yet, multi-ethnicity also seems to be a serious challenge to any system of government, especially in Southeast Asia, as it adds possibly deep-running cleavages to societies. Some groups are marginalized in the course of nation-building as a result of the nature of the relationship between nation and state. Arjun Appadurai stated that “the nation and the state have become one another’s project”: groups try to capture states and their power while states try to “monopolize about the nationhood.” There is always tension between the centre and the margin. The centre often consists of one ethnic group and marginalised minority groups are denied their right to equality. Sometimes horrible wars with thousands of victims commence as a consequence of such processes of ethnically-framed nation-building. Therefore, a democratic setting should be functionally superior; that is, in a better position to moderate the escalatory tendencies inherent in a multi-ethnic setting, thereby achieving less violence-prone conflict management, and its eventual resolution in Southeast Asia. This book is intended for anyone interested in the subject of ethnic relations and conflicts, especially politicians, policy makers, civil society activists, academia, and students of ethnic/race studies and Southeast Asian politics.

It includes a quantitative study, along with complementary case studies of provinces in Indonesia, which provide evidence that group fragmentation plays a role in determining conflict during a new province’s struggle. Against the background of the Indonesian government’s territorial autonomy (TA) strategy, regional proliferation, or pemekaran, the author examines the long-term decentralization project in Indonesia, which has an ethnically and religiously divided population. The book provides answers to the questions of how the new province claim increases conflict in the supporting districts and how competition among diverse elites in districts pursuing a new province precipitate conflict within the region. Based on extensive field research, the four case studies of districts with varying degrees of conflict reveal that the campaign for a new province proliferation increases the probability of conflict at the district level and conflict can escalate during the initiation of a new province stage. The author argues that more provinces may be necessary to ensure the fair distribution of wealth that would enable the whole population to enjoy a similar quality of life and that the Indonesian government needs to wisely and strategically uphold its unity if a federal arrangement is not an option. Offering a novel contribution to the study of the relationship between territorial change and conflict in Indonesia, this book will be of interest to academics studying Indonesian politics, Southeast Asian politics, as well as identity and ethnic politics.

In taking this background into consideration it is important to distinguish between rule and exception, to trace down recurrent themes in history according to changing circumstances, and to seek possible ways of smoothing tensions or of solving conflicts. This book includes contributions covering about seven Southeast Asian countries: Myanmar, Thailand, Laos, Cambodia and Vietnam on the mainland, as well as Singapore and Indonesia on the islands.
