A working group of PM investigators from the US Environmental Protection Agency (epa) Supersites and related research programs was established to improve the quality and comparability of data on the organic composition of aerosols. The working group is known as the pm2.s Organic Speciation Working Group and includes researchers involved in the epa PM Supersites and related sites, epa PM Research Centers, national laboratories and other research centers, as well as regional and state laboratories. The goal of the working group is to improve the characterization and quantification of organic compounds associated with fine PM through participation in interlaboratory comparison exercises and to provide input for the development of appropriate Standard Reference Materials (srms). Improvements in the quality of organic measurements will allow the comparison of organic species across geographic regions and will aid in source receptor modeling, in relating toxicity and health outcomes to specific organic species, and in assessing human exposure to specific organic species and sources. In particular, these changes conform the regulations to the NSR reform provisions that EPA promulgated by notice dated December 31, 2002, except that these changes do not include the NSR reform provisions for "clean units" or "pollution control projects," which the U.S. Court of Appeals for the D.C. Circuit vacated in New York v. EPA, 413 F.3d 3 (DC Cir. 2005). In addition, these changes include an interim interpretation of the NSR reform provision for a "reasonable possibility" standard for recordkeeping and reporting requirements, in accordance with that court decision. This interim interpretation to the "reasonable possibility" standard applies for appendix S purposes, pending the completion of rulemaking to develop a more complete interpretation.
