Book excerpt: L'intensa sperimentazione che ha caratterizzato la cultura urbanistica italiana a partire dagli anni novanta del secolo trascorso non ha portato ad una sistematizzazione della materia, anche se alcuni concetti fondamentali emergono ormai in forma generalizzata nelle esperienze finora condotte e nella teorizzazione consolidata. Anche in campo legislativo alcune esperienze sono peraltro attualmente concluse, altre sono in corso, e altre ancora si stanno aprendo e sembra quindi possibile una riflessione attenta su quanto è avvenuto sotto i termini di pianificazione strategica e di pianificazione strutturale, restando comunque da chiarire quale rapporto intercorra tra le due. Non ci si propone tanto di fornire un quadro completo delle esperienze in corso e dei primi esiti, quanto piuttosto di guardare al contesto italiano in maniera attenta alla natura e al significato dei processi avviati in questi anni. La ricerca ripercorre le radici teoriche diverse e le sperimentazioni pratiche della pianificazione nel nostro Paese, al fine di trovare una collocazione a tali specificazioni del processo di piano, in rapporto anche a quanto previsto dagli strumenti ordinari che la pianificazione urbanistica ordinaria oggi fornisce. Sull'interpretazione dei percorsi di sperimentazione recepiti dalle diverse regioni italiane si basa poi l'argomentazione in merito ai piani strutturali di cui si propone anche una significativa casistica dei nuovi modi di pianificare previsti dalla legislazione regionale in rapporto alle problematiche emerse del sistema di pianificazione. Si cerca in tal senso di collocare lo strumento strutturale in rapporto al più radicato piano regolatore di cui il primo sembra prenderne il posto (almeno in parte) unitamente col la sua parte attuativa, il piano operativo. Diverse e non sempre concordanti sono state poi le definizioni che il mondo urbanistico ha assegnato alla "strategia", generando troppo spesso equivoci e sovrapponendo concetti (come quelli di strategia e di struttura) con l'inevitabile risultato di una confusione tanto dal punto di vista della ricerca quanto nel suo aspetto più meramente applicativo. È per questa ragione quindi che, dopo aver cercato di dare maggiore chiarezza al concetto di cui sopra si esporrà brevemente il percorso di sviluppo che nella nostra disciplina ha avuto questo nuovo (per noi) strumento di pianificazione che è il piano strategico, partendo dalle sue origini aziendali anglosassoni per poi tornare a campi d'azione a noi più vicini quali quelli del territorio italiano. Accanto alla ricostruzione critica dei casi di studio, il saggio si propone pertanto come contributo teorico per una riflessione che a partire dalle pratiche intenda porsi domande di natura più generale sul significato delle nuove pratiche pianificatorie. FEDERICO D'ASCANIO, laurea quinquennale in Ingegneria Edile (vecchio ordinamento) conseguita nel 2001 presso l'Università degli Studi di L'Aquila con tesi sperimentale in Tecnica Urbanistica dal titolo: "Elementi di pianificazione strategica e strutturale a scala urbana". Ha partecipato al Corso di Perfezionamento in "Valutazione nei progetti complessi di trasformazione urbana" durante l'a.a. 2001/2002 presso il Dipartimento di Tecnologie dell'Architettura e Design "P.L. Spadolini" dell'Università degli Studi di Firenze. Ha conseguito il dottorato di ricerca in "Pianificazione Strategica e Strutturale" presso la Facoltà di Ingegneria dell'Aquila nell'ambito del XVIII ciclo avente per tema "Recupero, progetto e tutela nei contesti insediativi e territoriali di elevato valore ambientale e paesistico". Collabora con il Dipartimento di Architettura e Urbanistica della medesima Facoltà per l'attività di didattica e ricerca all'interno del corso di Tecnica Urbanistica presso il C.L. Edile-Architettura.

A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
