Book excerpt: The identification, measurement, and allocation of benefits and costs for intelligent transportation systems (ITS) are critical areas of investigation that influence the decision making related to ITS implementation. Traditional methods have concentrated on safety improvements and congestion relief, where time savings and reduction of incidents have generated the bulk of ITS benefits for transportation users. This approach limits the scope of a benefit-cost analysis and an underestimation of ITS benefits. This report develops an alternative approach that identifies four separate beneficiaries of ITS. It proposes a hierarchy of costs and benefits identifying and classifying benefits in relation to relevant costs. This framework will allow policy makers to understand how the financing of ITS deployment could be structured. To demonstrate how such a framework would work in a real-world ITS application, the report includes two case studies: one on border crossing and one on congestion charging.
