Book excerpt: Transition economies allow the study of fundamental questions about the nature of markets. How do they arise and do they necessarily follow the same modus operandi as markets in other countries? How does the opening of the economy to global market influences affect the process of institutional change? And how in the context of an underdeveloped transitional economy like Vietnam, do such influences affect the prospects for sustainable and equitable development? This book focuses on the differentiated ways in which the double transition in Vietnam, from central planning and from under-development, affects various sectors of the population.

Book excerpt: This publication presents the integration of a Strategic Environmental Assessment (SEA) in the revised Power Development Plan VII of Viet Nam. It demonstrates how incorporating an SEA into the planning process will produce plans that are based on a more thorough understanding of their implications for the economy, society, and environment of the country. Viet Nam's revised Power Development Plan VII is a model of good practice in integrating an SEA in the preparation of a strategic plan for the power sector of other countries, particularly in the Greater Mekong Subregion.

Book excerpt: Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Book excerpt: Despite starting as one of the poorest countries in the mid-1980s, Vietnam has achieved rapid developmental progress, reaching lower middle-income status in 2010. In line with rapid economic growth, Vietnam has achieved impressive progress towards the Sustainable Development Goals (SDGs) during this time. This paper sheds light on some elements of Vietnam’s success story, highlighting crucial policies in education and electricity sectors. It undertakes a forward-looking costing exercise that focusses on five sectors – education, health, roads, water, and electricity infrastructure. Achieving the remaining SDGs in Vietnam will be a challenge, with total annual additional spending needs in the 5 subsectors estimated at 7 percent of GDP by 2030.

Book excerpt: This book presents a collection of chapters that examine various dimensions of development. Between 2000 and 2015, the Millennium Development Goals (MDGs) remained the overarching development framework that governed the international development community. After a decade and half of commitment to the MDGs, the framework is widely considered a success, although progress reported across countries has been uneven. The new overarching international development framework may not be successful or present the best opportunities for the desired global change without a better understanding of factors that contributed the most or the least to the attainment of the MDGs. The chapters presented in this book provide discussions and insights into understanding these factors better. They represent a collection of scholarship that address some of the important questions in international development. They adopt a wide range of research methods to provide insight into what works, and what does not, in promoting the stipulated development goals.

Available in PDF, EPUB and Kindle. Book excerpt: This book deals with institutional reforms in response to a mounting environmental crisis in Vietnam. The author introduces the reader to the most important environmental problems that Vietnam is currently facing and shows how the emphasis on economic growth has come at the expense of the natural environment. Following an assessment of the still deteriorating environmental situation, the book develops a theoretical framework of institutional change within the political system seeking to overcome the traditionally static understanding of institutions. The empirical analysis devotes attention to the main aspects on Vietnam’s environmental governance including the government, society, businesses and international organizations. The book is based on four years of empirical research including interviews with government officials and representatives of international and national non-governmental organizations, observations of meetings, official documents, and numerous Vietnamese newspaper reports. This book is directed both at academics, students, as well as development practitioners and activists. It seeks to engage those working in the fields of environmental politics, governance, and institutional change in one-party states.

Book excerpt: ‘Transdisciplinarity’ is a form of research and practice that synthesises knowledge from a range of academic disciplines and from the community. There is now global interest and a significant body of work on transdisciplinarity and its potential to address the apparently intractable problems of society. This creates the opportunity for a specific focus on its practical application to sustainability issues. Transdisciplinary Research and Practice for Sustainability Outcomes examines the role of transdisciplinarity in the transformations needed for a sustainable world. After an historical overview of transdisciplinarity, Part I focuses on tools and frameworks to achieve sustainability outcomes in practice and Part II consolidates work by a number of scholars on supporting transdisciplinary researchers and practitioners. Part III is a series of case studies including several international examples that demonstrate the challenges and rewards of transdisciplinary work. The concluding chapter proposes a future research pathway for understanding the human factors that underpin successful transdisciplinary research. As Emeritus Professor Valerie Brown AO notes in her Preface, this book moves transdisciplinary inquiry into the academic and social mainstream. It will be of great interest to researchers and practitioners in the fields of sustainability, qualitative research methods, environmental impact assessment and development studies.
