As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women’s movements on the domestic level, are contributing to greater gender integration in the military. About 33,000 women served in World War I - 20,000 of them in the Army and Navy Nurse Corps, which were separate from the regular Army and Navy. In World War II, manpower shortages and reports of valuable performance by women in other countries' armed forces led the United States to utilize approximately 350,000 women for its own military effort. The attack on pearl Harbor resulted in the creation of the Women's Army Auxiliary Corps (WAAC) and Women Accepted for Volunteer Emergency Service (WAVES). Women typically filled nursing and administrative jobs, which were consistent with civilian women's work, although they also served in all other noncombat jobs. These 350,000 women who served in World War II were regarded as temporary support that would free more men for combat. After the war, women's future role with the military was called into question. In 1948, the year when racial integration was mandated by president Truman, Congress passed the Women's Armed Services Integration Act, which placed highly specific limits on the women who would now be allowed to join the Army. Women could make up no more than 2 percent of the total enlisted ranks; the proportion of female officers could equal no more than 10 percent of enlisted women. No woman could serve in a command position, attain the rank of general, or hold permanent rank above lieutenant colonel. This Act specifically prohibited women from being assigned to aircraft or vessels engaged in combat missions.

Book excerpt: On January 24, 2013, restrictions against women in ground combat units, to include U.S. Army Special Forces (SF), were rescinded by the Department of Defense. The military services were allowed to gradually and systematically integrate women into male-only military occupational specialties (MOS). By January 2016 the military services must open all combat jobs to women or explain why exceptions exist. Gender integration for Army SF Operational Detachments Alpha (ODAs) could present socio-dynamic hurdles that potentially erode operational readiness, combat effectiveness and group cohesion. This research explores implications to operational readiness, combat effectiveness and group cohesion gender integration may pose to Army SF ODAs. Historical accounts of women in the Office of Strategic Services are considered, and gender integration of combat jobs and special operations forces of foreign militaries are discussed. Surveys were conducted among a convenience sampling of U.S. Army SF officers and U.S. Army female officers. Findings and recommendations conclude gender integration of an SF ODA can be successful if leadership at all levels leads the way with clear communication to manage expectations, and current physical standards remain unaltered. Clear lines of communication and education of ODA spouses are also vital to the success of gender integration in ODAs. Integrating women into ground combat units and previously denied MOSs is a sensitive subject, and more so when you consider integrating women into the Special Forces community as an 18-Series MOS member on an ODA. A strong understanding of the socio-dynamics within the integrated group is required. This study explores some pitfalls and benefits of gender integration and plausible foundational frameworks in which USSOCOM/USASOC could begin to build successful full integration models. The literature review will consider historical perspectives of women in the OSS, particularly where women were integrated into roles that were previously held by an all-male force. It will include any previous research that could be considered parallel to this study. Also, previous research on the psychological sex differences between men and women when they are integrated together into small working groups will be considered. Chapter 3 will explain and discuss the methodology incorporated into the research. A qualitative descriptive survey methodology will be utilized. Surveys will be administered to a designated sample of human subjects. A quantitative analysis will be conducted where applicable, but a large portion of the data received from the surveys will be qualitative in nature. Chapter 4 will be a discussion of the survey results. The final chapter will include an analysis of the survey results, findings and recommendations, and recommendations for further research.

Book excerpt: With the stroke of a pen on April 28, 1993, Secretary of Defense Les Aspin eliminated a policy barring females from flying in combat, opening the door for first United States Air Force (USAF) female fighter and bomber aircrew. On the eve of the twenty-fifth anniversary of that momentous decision, groundbreaking aviators like Brigadier General Jeannie Leavitt, F-15E Strike Eagle pilot, and Brigadier General (sel.) Kristen Goodwin, B-52 Stratofortress pilot, stand as exemplars for others to follow. Despite their achievement of General Officer rank and certain hardships in blazing the trail, in the fighter community very few females followed, and their population among the Combat Air Force (CAF) has been flat among fighter pilots and only incrementally rising among weapons systems operators. Currently, of the 2,400 fighter pilots in the CAF, only 42 females hold primary responsibility as fighter pilots, resulting in scarcity in front-line units. In fact, the CAF's most numerous fighter, the F-16C "Fighting Falcon" had only one female fighter pilot in the last six years at its second-largest operational wing, the 388th Fighter Wing. Shockingly, the AF's newest fifth-generation fighter, the F-35A "Lightning II", currently has zero females of 123 F-35 pilots, despite reaching its Initial Operating Capability (IOC) in August 2016.Some might say the low percentages and stagnated rate of participation in fighter aircraft is not a problem, since the "door is open", and might also dismiss retention challenges as owed to females having left the Service to dedicate themselves fully to raising children. This paper challenges those assertions, and argues instead that "opening the door is not enough", and that subtle structural and cultural barriers limit advancement and stifle attainment of gender equality in the fighter community, which in turn yields an almost entirely male pool of General Officer candidates and General Officers. By understanding and appreciating the uniqueness of the fighter communities being integrated, rather than simply viewing them as "male-dominated", policy makers can better tailor appropriate solutions for inspiring, recruiting, training, and retaining talented females. Flying fighter aircraft imposes unique demands on female pilots, and as a consequence, unique challenges on their willingness to continue service to senior officer ranks, and should therefore receive just such a tailored approach. The end of the Viet Nam war saw the termination of military conscription and the genesis of an all-volunteer force. The tremendous success of the Gulf War attested to both the war fighting capability of this volunteer force and the unequivocal contributions of military women under combat conditions. It also demonstrated the clear contradictions of the combat exclusion policies. Following Operation Desert Storm, the 102nd Congress repealed all statutory restrictions on the assignment of female aviators to combat missions.
