Available in PDF, EPUB and Kindle. Book excerpt: Recent surveys on urban agglomerations reveal that more than half the world's population currently lives in cities. It is also estimated that by the year 2030, developing countries will account for 80 per cent of the world's urban population. In India, over 61 million people are urban slum dwellers, nearly 22 per cent of the urban population. As Indian cities continue to grow and expand, they face the challenges of providing infrastructure, housing, water, sanitation, healthcare and education to their citizens. Densely populated, the massive urban conglomerate spread across the Mumbai Metropolitan Region is the largest urban conglomerate in India. Mumbai personifies the paradox of extreme wealth and extreme poverty living side by side. It, more than any other Indian city, is a city in transition, looking to the future, attempting to modernize. However, its attempt at modernization must include efforts to improve the quality of life of all its citizens. This report is a step in that direction. It is the first, global city-level human development report that analyses in-depth various issues such as population, education, slums, gender, health, among others, that will aid the city's progress in future. Authored by the Municipal Corporation of Greater Mumbai, this comprehensive report was prepared under the National Strategy for Urban Poor Project, a joint project of the Government of India and the United Nations Development Programme (UNDP). It will be of interest to administrators and policymakers, civil society organizations, urban planners and researchers, university and institutional libraries, as well as various government ministries and departments, and national and international agencies.

Available in PDF, EPUB and Kindle. Book excerpt: The term ‘social dumping’ regularly appears in public debates and in policymaking circles. However, due to its ambiguity it is used in a manner that is convenient for individual discourse participants, thus opening the door for misconceptions and ill-grounded accusations. This book systematically examines social dumping in the context of the European integration process. It defines social dumping as the practice, undertaken by self-interested market participants, of undermining or evading existing social regulations with the aim of gaining a competitive advantage. It also shows how the two major EU integration projects  the creation of the Internal Market, and EU enlargement to the east and to the south  have provided market actors with new incentives and opportunities to contest existing social ‘constraints’. The empirical chapters examine social dumping practices accompanying labour migration, employee posting and cross-border investment distribution. In addition, they outline the process of formation of social standards and trace initiatives at EU and national levels that contribute to the spread of social dumping in Europe. This book will be of interest to scholars and students of employment relations, EU studies, international political economy, globalisation studies, welfare studies, social policy and migration studies.

Available in PDF, EPUB and Kindle. Book excerpt: How the European Union handles posted workers is a growing issue for a region with borders that really are just lines on a map. A 2008 story, dissected in Ines Wagner’s Workers without Borders, about the troubling working conditions of migrant meat and construction workers, exposed a distressing dichotomy: how could a country with such strong employers’ associations and trade unions allow for the establishment and maintenance of such a precarious labor market segment? Wagner introduces an overlooked piece of the puzzle: re-regulatory politics at the workplace level. She interrogates the position of the posted worker in contemporary European labour markets and the implications of and regulations for this position in industrial relations, social policy and justice in Europe. Workers without Borders concentrates on how local actors implement European rules and opportunities to analyze the balance of power induced by the EU around policy issues. Wagner examines the particularities of posted worker dynamics at the workplace level, in German meatpacking facilities and on construction sites, to reveal the problems and promises of European Union governance as regulating social justice. Using a bottom-up approach through in-depth interviews with posted migrant workers and administrators involved in the posting process, Workers without Borders shows that strong labor-market regulation via independent collective bargaining institutions at the workplace level is crucial to effective labor rights in marginal workplaces. Wagner identifies structures of access and denial to labor rights for temporary intra-EU migrant workers and the problems contained within this system for the EU more broadly.

Available in PDF, EPUB and Kindle. Book excerpt: Markets, not politics, are driving health care reform in America today. Inventive entrepreneurs have transformed medicine over the past ten years, and no end to this period of rapid change is in sight. Consumer anxieties over managed care are mounting, and medical costs are again soaring. Meanwhile, the federal government remains mostly on the health policy sidelines, as it has since the collapse of the Clinton administration's campaign for health care reform. This book addresses the changes that the market has wrought- and the challenges this transformation poses for courts and regulators. The law that governs the medical marketplace is an incomplete, overlapping patchwork, conceived mainly without medical care specifically in mind. The ensuing confusion and incoherence are a central theme of this book. Fragmentation of health care lawmaking has foreclosed coordinated, system-wide policy responses, and lack of national consensus on many of the central questions in health care policy has translated into legal contradiction and bitter controversy. Written by leading commentators on American health law and policy, this book examines the widely-perceived failings of managed care and the law's relationship to them. Some of the contributors treat law as a cause of trouble; others emphasize the law's potential and limits as a corrective tool when the market disappoints. The first two chapters present contrasting overviews of how the doctrines and decision-makers that constitute health law work together, for better or worse, to constrain the medical marketplace. The next six chapters address particular market developments and regulatory dilemmas. These include the power of state versus federal government in the health sphere, conflict between insureres and patients and providers over medical need, financial rewards to physicians for frugal practice, the role of antitrust law in the organization of health care provision and financing, the future of public hospitals, and the place of investor-owned versus non-profit institutions. Acknowledging the health sphere's complexities, the authors seek remedies that fit this country's legal, political, and cultural constraints and can contribute to reasoned regulatory goverance. Within limits they believe a measure of rationality is possible.

Book excerpt: 'Madame...Sir...May we come in?' This was the prelude to some dreadful news in the Germonprez household. No parent should ever have to bury a child, especially not after a suicide. The chalk outline on the pavement is a constant reminder - even when it is no longer there. Linthout draws an almost tangible pain with his immediate, rudimentary art and strong script - combined with his own personal experience.
