Book excerpt: Continuing his groundbreaking analysis of economic structures, Douglass North develops an analytical framework for explaining the ways in which institutions and institutional change affect the performance of economies, both at a given time and over time. Institutions exist, he argues, due to the uncertainties involved in human interaction; they are the constraints devised to structure that interaction. Yet, institutions vary widely in their consequences for economic performance; some economies develop institutions that produce growth and development, while others develop institutions that produce stagnation. North first explores the nature of institutions and explains the role of transaction and production costs in their development. The second part of the book deals with institutional change. Institutions create the incentive structure in an economy, and organisations will be created to take advantage of the opportunities provided within a given institutional framework. North argues that the kinds of skills and knowledge fostered by the structure of an economy will shape the direction of change and gradually alter the institutional framework. He then explains how institutional development may lead to a path-dependent pattern of development. In the final part of the book, North explains the implications of this analysis for economic theory and economic history. He indicates how institutional analysis must be incorporated into neo-classical theory and explores the potential for the construction of a dynamic theory of long-term economic change. Douglass C. North is Director of the Center of Political Economy and Professor of Economics and History at Washington University in St. Louis. He is a past president of the Economic History Association and Western Economics Association and a Fellow, American Academy of Arts and Sciences. He has written over sixty articles for a variety of journals and is the author of The Rise of the Western World: A New Economic History (CUP, 1973, with R.P. Thomas) and Structure and Change in Economic History (Norton, 1981). Professor North is included in Great Economists Since Keynes edited by M. Blaug (CUP, 1988 paperback ed.)

This idea, following the philosophy of language, puts forward that economic theories are performative, and not only descriptive. This idea has become a powerful critique of the scientificity of economics since it removes the idea of an external world against which our description could be evaluated as truth. If any theory can become true, there are no true theories per se because there is no such thing as a pre-existing economy to describe. Is such a relativist stance a fatality? This is the question at stake in this book. Furthermore, the author asks if any theory is able to ‘perform’ the social reality, or are there actually some limits to performativity? For philosophers, a performative statement is a statement that cannot fail to mean something, but can fail to do what it calls for. The state of the world may or may not be changed; the performative statement may be happy or unhappy. In economic terms, this can be interpreted as: some theories change the world while some do not. This book argues that this possibility of failure, a perspective previously missing from discussions on the subject, should be at the heart of any definition of failure. Book excerpt: Divergent institutional change and performance is a common phenomenon in recent economic history, such as the post-socialist transition. The paper raises the question how this divergence should be appropriately described. Against typologies of economic systems which rest on time-independent sets of distinctive features, the concept of 'economic style' is adapted from the German-language literature of the early 20th century. However, style is related to an evolutionary view of institutional change, such that styles emerge as clusters of ideas and institutions out of a multi-level selection process. These clusters stay in an interactive relation with culture, order and power as further determinants of institutional change, partly exogenous, partly endogenous. An economic style synthesises common features of economic systems during a particular period of time and allows to identify lines of descent between economic systems. As opposed to conventional economic analysis, style-theoretic work requires interpretive skills in thick descriptions.

Economic Institutional Change Theory is extended to the product market-firm level of analysis to develop a model of dynamic strategic fit to nonmarket and market factors. The co-evolution of market and institutional factors creates four basic opportunity sets comprised of low to high market opportunities and low to high political opportunities. Contingency models are estimated using generalized least squares regression for three of the four opportunity sets. Deviation from the contingency models is used to measure strategic fit and used to test the relationship between fit and economic performance. Empirical evidence did not support the assertion that fit is related to performance in the first two opportunity contexts. Empirical support was found in the third study for strategic fit to political factors.
