Agricultural policy, to some extent, influences the choices that farmers make and thereby the shape of the agricultural landscape. In order to move toward more sustainable agro ecosystems future policy makers will have to consider the history of land use, consumer demands for both environmentally sound and affordable products, and the conservation of biological diversity. I would hope the information contained in this book will help stimulate discussion about the consequences of policy decisions on our agricultural landscapes and their insect inhabitants. The term itself was apparently first used in 1919 by the late Harry S. Smith, and was then used specifically in reference to the suppression of insect populations by the actions of their indigenous or introduced natural enemies. The California school of biological control specialists who followed in Smith's footsteps have traditionally differentiated "natural" biological control (by indigenous natural enemies) and "applied" biological control (by man-introduced natural enemies). Subsequently, the philosophy broadened beyond the original narrow concern with population suppression of insects (and especially pest insects), to embrace directed activities against mites or other arthropod pests, various invertebrate and vertebrate pests, weeds, and organisms producing disease in humans or their domestic animals and plants. The techniques used in these activities also multiplied beyond the original concern with natural enemies. The subjects area discussed in this book is, at the same time, broader and more restricted than that covered in other books on "biological control. " On the one hand, the treatment here is restrictive in that, with rare exception, we have limited ourselves to dealing only with ideas and examples involving the suppression of insect pests through human activity or intervention in the environment.

Prior to his appointment, Mir received his B.S. from Cornell University and then moved to the University of California, Berkeley to pursue his graduate studies. His Ph.D. from Berkeley, awarded in 1955, completed his formal American education which was the purpose of his immigration from his native Kandahar in Afghanistan. In his over 50 years at Riverside, Mir has made an incalculable impact on vector biology both within the United States and in developing countries throughout the world. Within Southern California, Mir’s basic and applied research led to the rapid and sustainable control of mosquitoes and eye gnats in the Coachella Valley and so directly enabled this region to grow to the thriving, large community it is today. In 2006 his efforts in facilitating the development of the low desert of southern California were recognized through the dedication of the Mir S. Mulla Biological Control Facility by the Coachella Valley Mosquito and Vector Control District. His success has been so profound that it remains somewhat cryptic to the many who now reside in, visit, and enjoy, this region of California, oblivious to the insect problems that severely restrained development until Mir and his students ?rst applied their expertise many decades ago.
