Zunächst befasst sich der Autor mit dem Umgang mit Heterogenität in der deutschen Gesellschaft. Nach einer Beschreibung der Entwicklung hin zur Inklusion folgt eine Definition des Inklusionskonzepts. Anschließend wird auf dessen rechtliche Verankerung und den Unterschied zur Integration eingegangen. Des Weiteren setzt sich die Arbeit mit dem traditionellen deutschen Schulsystem auseinander. Hierfür wird die öffentliche Schulstruktur sowie die Aufgaben und Funktionen von Schulen erläutert. Dann erfolgt ein Einblick in die aktuelle Bildungspolitik. Danach werden die Ergebnisse der beiden ersten Teile zusammengeführt und untersucht, inwiefern Inklusion im deutschen Schulsystem umgesetzt werden kann. Hierfür werden durch eine Analyse der Behindertenrechtskonvention und dem Zwiespalt zwischen Bildungsqualität und Sparpolitik die Auswirkungen der Bildungspolitik auf die Entwicklung inklusiver Schulen betrachtet. Auf der Ebene "System" werden die Schulstruktur, die Aufgaben und Funktionen von Schule sowie die Ressourcenverteilung aus einer inklusiven Perspektive heraus untersucht. Im Rahmen der Ebene "Unterrichts" folgt eine kritische Auseinandersetzung mit der Gestaltung eines inklusiven Curriculums und der Bedeutung von Leistung. Die Analyse der Ebene "Person" hinterfragt die Rolle der Lehrer und Sonderpädagogen sowie die Veränderungen für die Schüler. Zum Schluss erfolgt eine Vorstellung des Index für Inklusion als ein Hilfsmittel für die Umsetzung des Inklusionskonzepts.

Spätestens seit die UN-Behindertenrechtskonvention im Jahre 2009 in Deutschland in Kraft getreten ist zählt es hier in Deutschland zu einem der vorrangigen Entwicklungszielen des Schulsystems eine ganzheitliche und schulartübergreifende Inklusion im Bildungssystem und an den Schulen zu entwickeln und zu einer Normalität im Schulalltag werden zu lassen. Die separierte Bildung von Schülerinnen und Schülern mit und ohne Förderbedarf ist mit geltendem Recht nicht mehr vereinbar. Heute ist das Thema der Inklusion außerdem auch in Hinsicht auf die aktuellen Entwicklungen der Flüchtlingspolitik und das vermehrte Feststellen von Förderbedarf bei Schülerinnen und Schülern besonders wichtig geworden (Lange 2017)
