Book excerpt: From smugglers to entrepreneurs, blue-collar workers and taxi drivers, this book deals with the multitude of characters engaged in informal economic practices in the former socialist regions. Going beyond a conception of informality as opposed to the formal sector, its authors demonstrate the fluid nature of informal transactions straddling the crossroads between illegal, illicit, socially acceptable and symbolically meaningful practices. Their argument is informed by a wide range of case studies, from Central Europe to the Baltics and Central Asia, each of which is constructed around a single informant. Each chapter narrates the story of a composite person or household that was carefully selected or constructed by an author with long-standing ethnographic research experience in the given field site. Wide in geographical, empirical and theoretical scope, the book uses ethnographic narrative accounts of everyday life to make links between ‘ordinary’ meanings of informality. Challenging reductively economistic perspectives on cross-border trading, undeclared work and other informal activities, the authors illustrate the wide variety of interpretive meanings that people ascribe to such practices. Alongside ‘getting by’ and ‘getting ahead’ in recently marketised societies, these meanings relate to sociality, kinship-ties and solidarity, along with more surprising ‘political’ and moral reasonings.

Its continuing presence was seen to be a sign of "backwardness" whilst the formal economy represented "progress". In recent decades, however, numerous studies have revealed not only that informal employment is extensive and persistent but also that it is growing relative to formal employment in many populations. Whilst in the developing world, the informal economy is often found to be the mainstream economy, nevertheless, in the developed world too, informality is currently still estimated to account for notable per cent of GDP. The Informal Economy: Exploring Drivers and Practices intends to engage with these issues, providing a much-need ‘contextualised’ approach to explain the persistence and growth of forms of informal economic practices and entrepreneurial activities in the twenty-first century. Using a diverse range of empirical case studies from Europe, Africa, North Africa and Asia, this book unpacks the different varieties of forms of informal work and entrepreneurship and provides a critical analysis of existing theorisations used to explain such phenomena. These attempts have led to their re-engagement with fundamental anthropological categories of economic analysis, such as barter, debt, and the gift. Focusing on favours, and the paradoxes of action, meaning, and significance they engender, this volume advocates for their addition to this list of economic universals. It presents a critical re-interrogation of the conceptual relationships between gratuitous and instrumental behaviour, and raises novel questions about the intersection of economic actions with the ethical and expressive aspects of human life. Scholars of post-socialist politics and society have often used 'favour' as a by-word for corruption and clientelism. The contributors to this volume treat favours, and the doing of favours, as a distinct mode of acting, rather than as a form of 'masked' economic exchange or simply an expression of goodwill. Casting their comparative net from post-socialist Central, Eastern, and South Eastern Europe; to the former Soviet Union, Mongolia, and post-Maoist China, the contributors to this volume show how gratuitous behaviour shapes a plethora of different actions, practices, and judgements across religious and political life, imaginative practices, and local moral economies. They show that favours do not operate 'outside' or 'beyond' the economic sphere. Rather, they constitute a distinct mode of action which has economic consequences, without being fully explicable in terms of transactional cost-benefit analyses.

Book excerpt: The global ubiquity of informal economic activities has turned informality into a key policy question, not least in international peace- and state-building. This book explores a core aspect of economic informality: its resilience despite comprehensive international anti-informality operations. Using Kosovo as an illustrative case, Danielsson suggests that to understand the resilience of informality, two distinct areas of practice need to be studied in conjunction rather than separately. The first concerns the professional practices enacted by international organisations in their attempts to formalise the informal economy in Kosovo. The second area of practice concerns the everyday informal economic practices of social agents in Kosovo. To study these areas of practice at their junction, Danielsson uses Pierre Bourdieu’s concept of symbolic power and argues that in post-conflict Kosovo, the distinct practices have become interwoven and co-constitutive of a novel ordering and meaning of informality. The resilience of the informal thus plays out through – while undermining and reinforcing the need of – the international anti-informality operations. Including scholarship from global governance, global political economy and social theory, this book’s original perspective on informal economies and power will appeal to scholars and professionals located in peace studies, development studies, and the field of international relations.

This book contains 13 presentations delivered during the two-day NATO Advanced Research Workshop (ARW) 'Addressing Security Risks at the Ukrainian Border through Best Practices on Good Governance – Sources and Counter Measures', which took place in Kyiv, Ukraine, in February 2016. The workshop consisted of 5 expert panels devoted to various aspects of building the integrity of the Ukrainian border management agencies to enhance the border security of the eastern flank of NATO. The topics of these panels were: the integrity of the security sector in Ukraine; corruption as a security risk in border management; institutional tools to combat corruption in border management; increasing preparedness for cross-border crises; and bilateral and multilateral dimensions of international cooperation to enhance the integrity of border management agencies. The workshop contributed to raising awareness of emerging border security challenges, as well as providing a forum for the close cooperation of and the exchange of knowledge between the most relevant local and international agencies. It also made possible the discussion of issues such as the current refugee crisis and the implications - for security - of corruption in border management in a wider context.
