Book excerpt: These proceedings are an outcome of a symposium and workshop held June 2-5, 1998 in Albuquerque, NM. Hosted by the USDA Forest Service, Rocky Mountain Research Station and the U.S. Fish and Wildlife Service's Bosque Improvement Group, in collaboration with numerous partners from a variety of sectors, the symposium was designed to report on current research and development activities in the Middle Rio Grande Basin. The purpose of the meeting was to share information and develop ideas for sustaining and conserving Middle Rio Grande Basin ecosystems, especially those from Cochiti Dam to Elephant Butte Reservoir. Experts were invited to contribute oral presentations, posters, and papers that addressed five Basin themes. Theme one's session was designed to identify methods and opportunities to enhance communication and collaboration among researchers, managers, and communities. A second theme explored ideas and approaches for conserving water and riparian resources in relation to human needs and population growth. Theme three discussed how watershed processes form linkages and influence management of upland and river resources. A fourth session identified methods and strategies for restoring and monitoring basin ecosystems and discussed project successes and failures. Theme five reported on status of endangered and sensitive species, biological diversity, and opportunities for restoring and managing habitats to recover species. Management and understanding of the Middle Rio Grande Basin's natural resources and ecosystems require communication and cooperation of partners across cultural, landowner, and organizational boundaries. To produce a shared understanding of the current state and desired future state of the Middle Rio Grande Basin and to outline the steps needed to move toward the desired future, a facilitated workshop was held the last day of the conference. The results of this workshop are reported in the concluding section of this proceedings. The technical coordinators of the symposium and proceedings wish to acknowledge all the partners who have contributed to the research, restoration, technology development, educational outreach, and special events and activities designed to improve human and ecosystem conditions in the Basin. We hope this volume captures at least some of the excitement, ideas, and productivity generated by Basin projects over the past several years.

Alterations in riparian forest, substrate composition, and channel morphology reduce overall stream retention of organic matter and biofilm standing stocks (algae, fungi, and bacteria), potentially affecting nutrient retention. Nutrient spiraling uptake length (Sw), uptake velocity (Vf), and uptake rate (Ut) are measures of stream nutrient retention. The purpose of this study was (1) to determine if stream structural changes induced by grazing affect stream nutrient uptake parameters and (2) to determine if stream retention influences uptake parameters. Nutrient addition experiments for both nitrate (N) and phosphate (P) were performed on six Idaho streams, each with an ungrazed (U) reach located above a grazed (G) reach. Large woody debris, debris dams, and channel substrate were measured to determine overall stream retention. Sw, Vf, and Ut were measured for both N and P to determine stream nutrient dynamics. No significant differences existed between U and G reaches for all retention or nutrient measures. Principal components analysis, however, demonstrated stream structural differences between U and G reaches. N retention was positively related to stream average velocity. P retention was positively related to chlorophyll a, ash free dry mass, and benthic organic matter. This research suggests P dynamics are driven primarily through biotic uptake within the stream biofilm.

Book excerpt: The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.

Six perennial first order streams (pine, Dude, Bonita, Ellison, Christopher, and Horton creeks) issue from a major fault block (rinne and Medina Historically, these watersheds have been subjected to varied grazing and timber management practices. Pine Creek, at one end of the use spectrum, has not been grazed or logged for 25 years. In contrast, the Horton Creek watershed has been grazed season-long and continuously (may - October), and timber has been harvested on the watershed for years. The other watersheds are within grazing allotments and timber management areas that fall between these two extremes. Studies were initiated to establish baseline information to evaluate proposed changes in grazing management. In june 1990, a -ha natural wildfire (the Dude Fire) dramatically altered three of the six watersheds in this area. This natural event combined with eventful pretreatment data provided an excellent opportunity to evaluate natural and artificial effects on the structure and functioning of riparian areas. Book excerpt: In the western U.S., riparian ecosystems cover 1% of land area while supporting 70-80% of native species. 70% of this land area is available as range for livestock, who use riparian areas preferentially. Ecological concerns have led to numerous studies of the effects grazing has on these ecologically important, easily damaged ecosystems. Exclosure-based research has thoroughly examined the effects of livestock on riparian ecosystem health and function, but failed to investigate the potential for exclosures to intensify adverse effects of use at their boundaries, which could lead to overestimation of their benefits and impair their efficacy in management. This study attempts to supplement existing research by characterizing potential impacts, making exclosures a more informed and effective management strategy. Study exclosures were located on grazed public lands in southwest Montana. Riparian vegetative cover and channel morphology response variables were measured inside the exclosure and in two grazed reaches, one placed 0 to 20 m and one>50 m from the exclosure to capture differences in the spatial extent and severity of any impacts due to differences in livestock behavior caused by the exclosure's influence. Findings were that (1) results were consistent with previous exclosure studies using the same response variables to compare grazed and exclosed areas, (2) significant differences in herbaceous cover, bare ground cover, channel width, and bank angle between the two grazed subreaches were greater than corresponding grazed/exclosed comparisons, indicating that impacts to the subreach adjacent to the exclosure that are greater than corresponding improvements within, (3) spatially inconsistent impact zones within and among sites made it impossible to describe an overall impact zone adjacent to exclosures, but impacts to channel morphology, herbaceous cover, and bare ground occurred within 8 m of the exclosure, and within 2 m for bank angle, (4) data didn't support predicted relationships between impact severity and exclosure duration, size, or stocking rates, most likely due to the many other influencing factors that were not measured. Evidence supporting existence of exclosure-caused impacts should inform exclosure use and make it a more effective management tool, especially when considered in the context of how these impacts might encumber specific management goals.
