Book excerpt: Seminar paper from the year 2019 in the subject Economics - International Economic Relations, language: English, abstract: The research objectives of this paper are to explore the intersection of labor relations and environmental sustainability in the garment industry and to investigate labor unrest in the garment sector, but instead of simply cataloging the problems faced by workers, this paper chooses to focus on potential solutions. To do this, interviews were conducted with workers, factory owners, and labor advocates to understand the root causes of labor unrest and identify strategies that have been effective in improving working conditions and labor-management relations One of the global industries with the highest labor costs is clothing. Due to the industry's low adoption of technology, it is also the sector in Bangladesh with the highest manpower requirements. More than 4 million people are employed in this sector, which is the foundation of our export-driven economy, according to BSR. Being an integral part of the industry, laborers deserve to get higher consideration from the manufacturers. Unfortunately, the manufacturers can't take their matters into priority: resulting in present unrest. In the RMG industry, labor unrest is the most often discussed topic. The recent confrontations between law enforcement and workers have brought about a significant problem and upset the tranquil environment in the sector. The regions with the biggest disturbances were Ashulia and Tejgaon. Conflicts erupted as a result of worker strikes, and they quickly spread to the other garment zones like an infection. The workers demonstrated on the streets, picketed, lay siege on either the officers or the factory managers of the factories to express their grievances and demand higher wages and better job facilities. Manipulations and exploitations of all sorts must come to an end. Any action, which may disturb the working environment or by any chance should be settled fast b

This sector accounted for about 80% of the total export earnings of the country. In the recent years, it has been observed that the workers have came down in the street and making insurgence on their demand and tried to destruct public properties. As a result, companies are losing working-hours and production targets. It also hampers export earnings and the image of the country to the international markets. In this connection, this study tried to find out the factors behind the unrest in the ready-made garment industry of Bangladesh and identifies some measures to improve the situation. In this study, 244 workers were interviewed from the different garment factories located in Savar and Gazipur district of Bangladesh. Data were analyzed with factor analysis, regression model, and by using other suitable statistical tools. The results show that the main causes of labor unrest include lack of minimum facility and safety at work, sub-standard living conditions, deferred payment of wages and benefits, international conspiracy and coercive role of the law enforcing agency, too much dependency on buyers, pressures from the workers and local terrorists, use of workers by others and rumors, unfulfillment of education demands of their children, distorted minded workers, political instability of the country, too much workload, lack of promotion opportunity, insufficient wages to survive etc. If the policy makers of Bangladesh consider these causes and make policies to overcome the problems the labor unrest in garment sector may be minimized.

Book excerpt: Readymade Garment (RMG) Industry is the prime source of foreign earnings of Bangladesh in last two decades. This sector contributed about 80% of the total export earnings of the country. About 5,100 garment companies have been established in Bangladesh and 3.60 million workers are working in this sector in which more than 85% of them are female who are mostly coming from the rural areas of Bangladesh. In the recent years, it is observed that the workers are coming down in the street and making insurgence on their demand and they try to destruct public properties and the national assets. As a result, companies are losing working-hours and production targets. It also hampers export earnings and the image of our country to the international buyers. Keeping this in mind, the study tries to find out the factors behind the unrest in the ready-made garment industry of Bangladesh and identify some measures to improve the situation. In this study, 244 workers were interviewed from the different garment factories located in Savar and Gazipur district. After collection of data, they were analyzed with regression model, factor analysis and by other suitable statistical tools. The results show that the main causes of labor unrest include lack of additional benefits and irregularities in payment of overtime, deferred festival bonus, lack of motivational training program, conflicting perception about the rich people of the society, and demand of minimum wage. If the policy makers of Bangladesh consider these causes and make policies to overcome the problems the labor unrest in garment sector will be eliminated or minimized.

Book excerpt: By drawing up a model of the internal communication system of Bangladeshi ready-made garment factories, Helene Blumer identifies the existence and intensity of its communication flows. She furthermore discloses a connection from this communication system to labor unrest. The absence of a functioning formal channel within the factory, the lack of effective labor representation and the rare physical presence of the factory owners confirm the existence of a communication barrier. As symptom of a flawed communication system, this barrier confirms a connection to labor unrest and the management’s unawareness of its emergence, which would thwart any modes to predict and prevent work disruptions.

Book excerpt: The readymade garment (RMG) industry is one of the leading industries which have transformed the country from an agricultural based economy into an export-oriented economy and it has been a leading driver of the globalisation of the economy. Despite significant growth and development, the RMG industry has been facing some problems. High labour turnover is one of them, as it severely affects business performance, the workers themselves, and decreases labour productivity. The high labour turnover and recent labour unrest are the consequences of longstanding violation of financial, social, and attitudinal factors, including low wages, forced labour, long working hours, job insecurity, and arrears in payment.

The circumstances of this disaster, which caused the deaths of 64 clothing workers and injured a further 84, proved to be a final straw for trade unionists and NGO activists who had long been concerned about the state of factory safety and the inadequacies of social protection in the Ready Made Garment industry in the South East Asian country. Last Nightshift in Savar presents a detailed account of the national and international campaign efforts to bring the owner and his multinational buyers to book. It is also an account of the emergence of two quite different but replicable buyer approaches to the provision of relief for workers in such calamitous circumstances, which hopefully sheds light on some of the contradictions of corporate social responsibility in the globalised economy in which we live today. Finally, it is the story of the efforts of the international trade union, and NGO movement and of two men, in particular, to drive home change in compensation for industrial injury and fatality in the less developed world.

Book excerpt: This paper summarizes the main causes of unrest in Bangladesh's ready-made garments (RMG) sector and how they can be resolved. It provides some background on the degree of unrest in Bangladesh's RMG sector, focusing on six major unrests during December 2010 and June 2012 and provides some information on conflict resolution processes. The paper is based on interviews with RMG workers, management, and factory owners. It shows that low and discriminating wages are the main underlying factor of unrest in the RMG. Hence, wages should be given top most priority to evade unrest in the RMG factories, followed by the implementation of labor rights.

Book excerpt: Master's Thesis from the year 2014 in the subject Design (Industry, Graphics, Fashion), grade: 1.3, RWTH Aachen University, language: English, abstract: The thesis explores the value chain of Bangladesh's ready-made garments industry at a crucial point: The link between internationally operating brands and retailers and locally operating garment manufacturers. The research problem arose from the discussions about the question who can bear which responsibilities for improving the working conditions in the sector. By illustrating the various differences in the buyer-producer relations, the author sought to better understand the complex interdependencies of this network and thereby contribute to a better insight to aid all involved stakeholders to move the sector forward. Various types of relations between garment manufacturers and international buyers could be identied: Some manufacturers are relying on a wide choice of buying agents, buying houses and direct buyers. Other companies are producing mainly for direct buyers. The latter can benefit from a slightly higher profit margin but in both cases, the relations are based on oral contracts and the factories' capacity utilisation is subject to a great order fluctuation. A third and most noticeable group is characterized by very close ties to the buyers. These ties enable producers to re-negotiate order conditions in case of difficult circumstances and the first buyers are concluding long-term contracts with the manufacturers. The companies that rely on strong long-term contracts have a smaller profit margin but can manage their companies easier nevertheless because their capacity fluctuation is close to zero. At the same time, price and compliance pressure are stated as the most important challenges by the manufacturers. The enforcement of high standards on building and fire safety has become a number one topic in Bangladesh's RMG sector. According to a large part of the interviewed manufacturers, the regulations are rising too fast. They often complain about shrinking profit margins that would not allow them to invest in compliance. The international buyers on the other hand refer to the low productivity that should be raised by the manufacturers as a first step to gain more profitability. It can be concluded that the value chain of ready-made garments in Bangladesh shows eminent characteristics of a captive governance but there are several important distinctions to make within this category. The interviews showed evidence that the buyer-producer relations are developing towards a more cooperative relationship based on partnership. Editor's Note: Due to data privacy and the sensitiveness of certain information, parts of the thesis and appendix were removed.

Book excerpt: Although, the economy of Bangladesh is primarily dependent on agriculture, Readymade Garment (RMG) industry has emerged as the largest earner of foreign income of Bangladesh in recent years. More than 75% of foreign earnings are coming from this very important sector of Bangladesh. Presently, more than four million workers are working in 4,500 RMG companies in which 90% are illiterate women came from the rural areas of Bangladesh (Islam & Muntaquimul Bari Chowdhuri, 2014). The policymakers and the employers of this sector claim that the growth of garment sector has helped employing a huge number of rural women that has subsequently developed their socioeconomic status in Bangladesh. But, it is a concern of the national and internal observers that the labor laws and other compliances like factory laws, industrial relations laws, employment laws, payment of wages laws, ILO standards, ethics applied in this sector are hardly followed by the RMG companies which are making the lives of these workers very difficult. Sometimes, these workers are exploited by employing more hours a day without the payment of overtime by capitalizing their illiteracy and submissiveness. Hence, this paper aims at identifying the level of application of the labor laws and other compliances in RMG industry of Bangladesh that is the only protective measures of this large number of female workers of this important sector of Bangladesh. A total of 238 workers of this sector were interviewed in this study with a structured questionnaire. Multivariate analysis techniques such as, Factor Analysis and Multiple Regression Analysis were used to analyze the data collected from the workers on the application of labor laws and other compliances of these companies. The results show that in case of measures for protecting sexual harassment there is a severe problem of the use of the labor laws in this sector followed by physical movement and access control of workers, exit and access path of the company, working hours, and counseling arrangements in the company. This study suggests that the readymade garment companies should address the sexual harassment issue seriously so that the workers will feel safe at their work. They also should focus more on the safety issues, working hours and counseling of the workers in order to make the working environment more favorable to the workers.

Available in PDF, EPUB and Kindle. Book excerpt: Broken Promises of Globalization: The Case of the Bangladesh Garment Industry analyzes the consequences of the latest wave of globalization within the context of the Bangladesh garment industry's integration into world markets and production chains. Shahidur Rahman has found that although globalization has created opportunities, the process of globalization has also triggered a deformed development leaving Bangladesh increasingly vulnerable to shifts and tensions within the world trading regime. Bangladesh’s vulnerability, experienced as a constraining framework by all the major actors in dependent industrialization, is of particular importance to the progress both of workers and of Bangladesh’s industrializing modernizers in the garment industry. This book intends to respond to three questions. First, has the garment industry been able to counteract the vulnerability that women garment workers had experienced in their villages? Second, is the formation of a welfare committee a substitute model for unions when it comes to protecting women’s rights? Finally, how is a Least Developing Country dealing with both domestic and external pressures in its response to globalization? Rahman argues that in spite of the opportunities created by the growth of the garment industry, the key actors such as workers, entrepreneurs, unions, and even the government have become vulnerable in the process of the global integration of this industry. This is an ethnographic study that tells the story of the rise, growth, and demise of a Bangladeshi garment company. From a broader approach, an internal force such as the government of Bangladesh is not alone in being responsible for pushing the workers into a vulnerable position; external pressure on the state is also responsible for intensifying the vulnerability of Bangladeshi institutions and actors. Broken Promises of Globalization exposes the crisis Bangladeshi garment companies face as a result of the momentous pressures emanating from the regime of neo-liberal globalization. This ethnographic study, exploring a wide range of contemporary and recent development issues, holds particular relevance for students and scholars of sociology, political science, political economics, labor, and development studies.
