But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? It is synonymous with the term "company housing." The housing work must be incidental to the main business of the employer. The employer's interest in the housing work must be that of an employer, and not primarily that of a real estate operator or builder. The employer may carry on the housing work as an integral part of his main business, or through a subsidiary company or other secondary means; he may provide the capital for building or merely furnish the land. The fact that an employer houses only a small fraction of his employees or only a certain limited class is not a test as to whether or not any particular scheme is an employers' housing scheme; neither is the amount of profits from the scheme a test. Further, the mere name of the company which does the housing work for the employer is not a criterion of the bona fide character of such work as an employers' housing scheme. Company housing is as old as the industrial history of the United States. When industry passed from the home to the factory, company housing became necessary, since the colonial manufacturer was a pioneer who opened up new sites for factories at those points generally where water power was available. Inevitably, more architects have become involved in producing the necessary buildings. It is a problem not easy of solution or permitting of postponement. Delay only increases the many obstacles to meeting construction needs of the country. War restrictions caused the number of homes to fall behind the normal needs of a growing population. This condition has been aggravated especially in cities which have undergone a comparatively recent and great industrial development. The housing problem in these cities is most acute. While many communities have been active in getting new industries, they have given little heed to adequate housing for the hundreds of workers the industries brought to the community. Cities took pride in the amount of capital invested in their industries, giving slight concern to the fact that sufficient and decent housing for the workers was also a very proper division of the industrial capital. It was a very natural oversight. In the past the matter of housing had been left largely to the individual. Short a Million Homes. Perhaps if the war had not so disturbed industrial and social conditions the housing problem could have taken care of itself. But the war resulted in sub-normal construction. Even communities which have shown only normal growth are facing a house shortage. It was estimated by the Department of Labor that at the close of the war the United States needed a million homes. Just how much this need has been decreased or increased is difficult to determine, but from general indications it is reasonable to believe that the shortage in homes has been increased since the estimate of the Department of Labor. All these efforts have resulted in progress but still fall far short of actually producing the number Of new houses needed. The National Resources Committee has been thrown in contact with these problems from time to time in connection with various studies.1 During 1936 - 37 the Committee felt the necessity for securing more detailed information concerning a number of phases of the prob lems closely related to housing. Technicians in the various branches of the Government were asked to present monographs touching these particular prob lems. How great is the need? The United States Senate answers, reporting that 13,200,000 new dwelling units must be built by 1945. That requires an average construction of 1,320,000 new houses and apartments each year for the next 10 years. What is being done? The Bureau of Labor Statistics says that in 257 typical cities surveyed only 22,063 new homes were built in 1934. In the more normal year of 1925 only 491,222 homes were completed in these cities. Therefore, even if the private construction industry comes back to pre-depression full strength, it will be able to meet less than half of the need. What will happen to wage earners? Even if this enormous deficit in all kinds of housing were made up, past experience suggests that unless some new techniques are developed little or none of the new construction will be of the kind which low-income families can afford. Unless we very quickly change our habits of thought and action about housing, workers will have to remain content with the cast-off, frequently worn out, almost always deficient houses discarded by other sections of our population. "Homes for Workers" is a simple statement of the housing situation which confronts American workers and their Governments - Federal, State and Municipal.
