Low rates of female participation in the labor force has also hampered the growth of the Indian economy. The majority of businesses in India are small-scale enterprises (SSEs). It does not have adequate skilled workers given that its system of offering vocational training is not tailor-made to address the specific needs of the informal or casual labor force which makes up for at least 90% of the total workers in India. State governments play a major role in the allocation of resources as they account for approximately 57% of total expenditure in India. Most Indian firms depend on politicians and public officials for resources supplied by the government to facilitate various aspects of their operations. Agriculture, manufacturing, and services are the main economic sectors in India. Therefore, they would provide a good indication of the economic health of the country. India has one of the largest service sectors in the world and is the export hub of software services. Its market share in the total global outsourcing market is approximately 55%. India’s middle class is expected to grow economically to account for 17% of the global consumption, which would be second largest in the world. Increase in the young working population is also expected to contribute towards the future growth of the manufacturing sector in India. India is the 7th largest country in the world in terms of national nominal GDPs. But, the GDP does not commensurate with the population it boasts of as the per capita income is very low and lesser than per capita income of Argentina, Malaysia,Mexico, and Nigeria. It is also the third largest economy in the world in terms of national purchasing power parity (PPP). However, India is striving to achieve economic development to match the economies of developed nations. India has a long way to go to match these economies. This book deals with the finer aspects of India’s GDP and introspects the reasons for its low GDP.

Book excerpt: Over the past 25 years, India's economy grew at an average real rate of close to 6 percent, with growth rates in recent years accelerating to 9 percent. Yet by 2005-06, the general government debt-to-GDP ratio was 34 percentage points higher than in the 1980s. The authors examine the links between public finances and growth in the post-1991 period. They argue that the main factor in the deterioration of government debt dynamics after the mid-1990s was a reform-induced loss in trade, customs, and financial repression taxes. Over time, these very factors plus lower entry barriers have contributed to stronger microfoundations for growth by increasing competition and hardening budget constraints for firms and financial sector institutions. The authors suggest that the impressive growth acceleration of the past few years, which is now lowering government indebtedness, can be attributed to the lagged effects of these factors, which have taken time to attain a critical mass in view of India's gradual reforms. Similarly, the worsening of public finances during the late 1990s can be attributed to the cumulative effects of tax losses, the negative growth effects of cuts in capital expenditure that were made to offset the tax losses, and a pullback in private investment (hence, growth and taxes), a situation which is now turning around. Insufficient capital expenditures have contributed to the infrastructure gap, which is seen as a constraint especially for rapid growth in manufacturing. The authors discuss ongoing reforms in revenue mobilization and fiscal adjustment at the state level, which if successfully implemented, will result in a better alignment of public finances with growth by generating further fiscal space for infrastructure and other development spending.

Higher tax revenues can facilitate increases in public investment, which then crowd in private investment. The task ahead will be more difficult in view of the protracted slowdown in global growth and trade.

The impact of this disease on economy is highly uncertain putting policymakers in difficult situation to formulate appropriate policy in a short time. India being the second most populous country in the world after China, there is no easy way to contain the virus from spreading. Early anticipation is that, this pandemic will give a major blow to nation's economy when the country is already experiencing continuous decline in GDP growth for the past few quarters. In order to better understand possible economic outcome, this paper attempts to model and forecast GDP growth rate of India for the next 11 quarters from Q2 of 2020 to Q4 of 2022. Using quarterly GDP data, Box-Jenkins methodology has been applied to forecast short-term GDP in ARIMA (1, 1, 4) model. The prediction made in this paper demonstrates worrying economy for India that even with contained outbreak and several stimulus measures taken by the government, the pandemic could have a significant impact on Indian economy in the short-run with no signs of recovery. The result indicates that India will continue to experience significant decline of GDP growth till the fourth quarter of 2022. However, the forecast made in this study is only indicative rather than definitive.

Instead of deindustrialization, there has been substantial industrial growth and, indeed, acceleration in the industrial growth rate.Instead of denationalization, business in India is now more competitive and is venturingforth into the global market; increased imports and the entry of foreign multinationalshave not swamped it; essentially, India is master of its own destiny. Instead of economicdestabilization, there has been since the paradigm shift in economic policy in 1991 a marked absence of economic crisis in India. And, instead of impoverishment, India hasseen a long and unprecedented period of welfare enhancement since it began its reintegration into the world economy in 1975; there has been a secular decline in povertysince then, while inequality has not increased much. The policy conclusion that flows from this experience is that India ought to be, in general, more open to globalization in the interest of sustaining the acceleration in economic growth and enhancing the welfare of its people. Book excerpt: Why India's problems won't be solved by rapid economic growth alone When India became independent in 1947 after two centuries of colonial rule, it immediately adopted a firmly democratic political system, with multiple parties, freedom of speech, and extensive political rights. The famines of the British era disappeared, and steady economic growth replaced the economic stagnation of the Raj. The growth of the Indian economy quickened further over the last three decades and became the second fastest among large economies. Despite a recent dip, it is still one of the highest in the world. Maintaining rapid as well as environmentally sustainable growth remains an important and achievable goal for India. In An Uncertain Glory, two of India's leading economists argue that the country's main problems lie in the lack of attention paid to the essential needs of the people, especially of the poor, and often of women. There have been major failures both to foster participatory growth and to make good use of the public resources generated by economic growth to enhance people's living conditions. There is also a continued inadequacy of social services such as schooling and medical care as well as of physical services such as safe water, electricity, drainage, transportation, and sanitation. In the long run, even the feasibility of high economic growth is threatened by the underdevelopment of social and physical infrastructure and the neglect of human capabilities, in contrast with the Asian approach of simultaneous pursuit of economic growth and human development, as pioneered by Japan, South Korea, and China. In a democratic system, which India has great reason to value, addressing these failures requires not only significant policy rethinking by the government, but also a clearer public understanding of the abysmal extent of social and economic deprivations in the country. The deep inequalities in Indian society tend to constrict public discussion, confining it largely to the lives and concerns of the relatively affluent. Drèze and Sen present a powerful analysis of these deprivations and inequalities as well as the possibility of change through democratic practice.
