Though efforts have been made throughout the last several decades, there has generally been little success in closing this educational achievement gap. The purpose of this project is to write a grant and identify a funding source to implement training workshops for educators, child welfare and school social workers, and foster parents to increase the awareness of the risk factors for drop-out and the programs and practices that have contributed to student academic success. Part of the funds will be used to develop resource packets for workshop attendees. A prospective funder was identified, although actual funding and submission of this grant proposal were not requirements for the successful completion of this project.

Book excerpt: Children in New Jersey's foster care system are more likely to remain in their home school when they enter foster care, thanks to a law passed in 2010, giving these fragile children improved educational stability. The law allows children to remain in their "school of origin" when they are placed in foster care, even if the foster home is in a different town. Prior to 2010, New Jersey's school residency laws prohibited that from happening. The intent was to minimize the disruption foster children experience, giving them the continuity of remaining in a familiar school with friends, teachers and other school staff they know. Foster youth, in general, struggle more in school than other children. Having educational stability can help improve their academic success. Advocates for Children of New Jersey (ACNJ) conducted a survey of child welfare stakeholders to learn how the implementation of the law was affecting children. The survey found that most respondents believed that the law has helped reduce school disruptions for children in placement and has benefitted children's academic performance, physical and mental health, and relations with friends. The foster home's distance from the child's original school was the most common reason cited why children changed schools. Most survey respondents reported that the process for deciding whether a child should remain in the home school was working fairly well. However, they did identify ongoing issues, including difficulty arranging transportation and communications issues. This brief report summarizes the findings from the study and provides key recommendations for the Division of Child Protection and Permanency (DCPP) and family courts.

Book excerpt: Despite increased Federal, state, and local efforts in the United States to improve outcomes among young adults who emancipate from foster care, low educational achievement and attainment continue to characterize this vulnerable subpopulation. Approximately 50% of foster children do not obtain a high school diploma or a general equivalency diploma (GED). Only about 20% of former foster children enroll in college, compared to 60% of youth not in foster care. The purpose of this study was to explore, describe and explain the perceptions of college students who had lived in foster care regarding the external and internal influences that impacted their academic achievement and attainment. Interviews with a purposefully selected sample of 24 Florida college students were conducted; transcripts were coded and analyzed thematically. Findings included that participants experienced a particular set of external and internal influences at school, in foster care settings, and in the community. External influences include interactions with (a) multiple non-relative guardians and case workers, (b) relatives, especially siblings, (c) mentors, (d) teachers and school administrators, and (e) school counselors. Internal influences include the barriers of anger and bad behavior and a newly identified set of internal characteristics, called success strengths by the researcher, that promote academic achievement and college attainment. Implications are as follows: (a) Future theory on academic achievement concerning foster youth should reflect the importance of the affective aspect of school interactions. (b) Policy should mandate awareness training for educators, social workers, and other adults who work with former foster youth to increase professionals' awareness of the barriers, supports and success strengths that impact the academic lives of children and youth in foster care. (c) Adult educators and human resource development professionals should develop and implement appropriate new education and training materials and interventions. Future research may include a similar interview with former foster youth who graduated from college and with foster youth who leave school before graduating. Finally, a study with a nationally representative sample of college enrolled former foster children should be conducted to determine the relative importance of the barriers, supports and success strengths identified in this study.

As a result, an achievement gap has developed between foster youth and their peers in California's K-12 system, placing foster youth among the lowest performing students in the state (Barrat & Berliner, 2013). In recognition of the distinct challenges foster students face, California recently became the first state in the nation to identify them as a distinct student group for the purposes of K-12 funding and accountability. Under the Local Control Funding Formula, implemented in 2013, the state provides school districts supplemental funds for students with greater educational needs, including foster youth (EdSource, n.d.). However, the educational supports that foster youth need are not yet well known, and many districts are struggling to create appropriate services, teaching strategies or interventions that will help improve the academic performance of this particularly vulnerable student group. This exploratory research was developed to help inform the conversation about foster youth success, by assessing possible factors that helped former foster youth achieve an important benchmark: enrolling in college. In this study, 33 former foster youth at two Northern California State University (CSU) institutions were surveyed about the factors they believe helped them beat the odds and successfully matriculate into higher education. These factors include social support, participation in the community and noncognitive strengths, such as perseverance. The results of the survey indicate that these youth rely on a number of supports to help them matriculate into higher education. Of the assessed factors, respondents identified their 'personal strength' as the most important in helping them succeed at enrolling in college, indicating the key role that noncognitive factors may have for this population. Social support was also identified as important. In particular, students perceived social support as creating a 'college-going' culture where students saw higher education as a possibility and were provided the emotional social support that helped them enroll. These findings could help provide a foundation for further research among the academic and educational communities about which factors will best support the academic needs and noncognitive growth of foster youth in California.

The research was conducted within a southern California elementary school district and the research sample included eight interviewees. Participants responded to questions about perceptions of the current programs and support services provided to foster care students in their district and their insight on additional programs and supports needed to foster a positive learning environment and ensure their continued success. The participants revealed three major themes that they have experienced through their work with students in foster care. These themes included Social and Emotional Supports, Consistent Communication and Collaboration, and Continuous Professional Development. Future research in this area might provoke policymakers, district, and school leaders to assist in enhancing the educational experiences and outcomes of students in foster care by recognizing their differing needs and guiding teachers to ensure all students move forward in equitable ways.

Book excerpt: For many maltreated youth between the ages of eight and fourteen, challenges associated with the family environment and entry into foster care placement compromises their ability to function and learn. Though prior research indicates that the educational attainment of foster youth is poor, negative performance is reported as though it is a unitary phenomenon among foster students, overlooking population heterogeneity. While collectively foster youth may have increased risk due to maltreatment and removal from home, correlates including educational risks prior to entry, child welfare case characteristics, and residential and school changes may be associated with differences in foster youth academic performance trajectories. Performance levels on the California Standards Test in English language arts and math are followed longitudinally for four years for first-time entries to foster care from two California counties between school years 2003 and 2006. In addition to an all foster youth sample, foster youth are matched closely to students in the general population by Propensity Score Matching on key educational risks and performance level the year prior to foster care entry. Covariates include achievement gap variables such as ethnicity, disability, and English language learner status in addition to six child welfare case characteristics and five time sensitive residential and school change factors. Group-based analysis and multinomial logistic regression are used to determine the number and type of distinct academic performance trajectories and to examine whether group membership is associated with out of home placement, education risk factors, and child welfare case characteristics. As variance within academic performance is indicated by six distinct English language arts and five math academic performance trajectories, findings support the current research approach to explore heterogeneity with educationally vulnerable populations. Analyses indicate that foster youth and comparison student academic performance trajectories in English and math are similar which suggests that educational vulnerability for foster youth is related to characteristics that exist prior to placement in out of home care. These findings are echoed in the foster youth sample, where pre-placement educational risks are more salient predictors of negative trajectories than experiences associated with foster care placement. For some foster youth, residential and school changes lead to decreased adjustment and academic performance. In particular, poor English academic trajectories are associated with same year normative school transitions and entrance into foster care. Overall, lower performing trajectory groups are defined by an increased number of education risks present at entry and residential and school changes in the first year of placement. Group-based analysis can be an important statistical method for both child welfare and education personnel. Youth entering out of home placement or those identified as at-risk are not homogenous groups. Rather, there are meaningful subgroups within these populations that follow distinctive educational trajectories. By identifying clusters or groups of student trajectories, profiles of characteristics within and among groups can aid in uncovering educational strengths and challenges and lead to policies and practices which support improved academic trajectories for vulnerable youth.

Book excerpt: Each year there are over 400,000 youth living in out-of-home placement across the nation due to alleged child abuse, neglect, the loss of a parent(s), and/or behavior problems. As a result of being removed from their homes and moving between different placements and schools, foster youth can experience high levels of stress and developmental challenges as they struggle to cope with such extreme emotional turbulence. Each year 6% of these foster youth will transition out of care, leaving them with no support in the way of family or program assistance to help with housing, job placement, or options in higher education. Of the 6% of students who age out of the system each year, 5-13% enroll in higher education institutions and only 2% will graduate and obtain a bachelor's or other advanced degree. As it is seemingly uncommon for foster youth to matriculate to postsecondary education, I examined how successful foster youth transitioned out of care and chose to further their education at an academically rigorous institution. Through former foster youth' own accounts of their success during high school which led them to UCLA, as well as the perspectives of the adults who supported them in their educational journey, I examined common threads in what contributed to their positive educational outcomes despite the harsh realities they experienced. Using a sequential multiple methods study, former foster youth who are currently enrolled at UCLA were surveyed and interviewed to provide the context of their successful journey through K-12 and onto higher education. The adults involved in these youth' academic success were also interviewed to gain further insight into the supports needed for foster youth as they prepared and decided to pursue their studies at a university. My findings show that adult supporters provided guidance, emotional support, and stability, which allowed students to move out of their negative past experiences. Adults' willingness to assist youth and be a part of their lives provided students with a transformative academic and social emotional environment, furthering their ability to persist through high school and gain acceptance to a top-tier university.
