This book assesses the available knowledge on the many issues that society has to face, including the international decision-making framework; applicability to climate change of techniques for assessing costs and benefits; the significant social costs of projected climate change; and the economic assessment of policy instruments to combat climate change, nationally and internationally. Some important conclusions of this Second Assessment Report indicate that 10 to 30% of greenhouse gas emissions in most countries can be reduced at negative or zero cost - 'no regrets' measures. Also, the literature indicates that climate change will cause aggregate net damage, which provides an economic rationale for going beyond 'no regrets' measures. It also indicates that a portfolio of mitigation, adaptation and research measures is a sound strategy for addressing climate change given the remaining uncertainties. This report speaks directly to the issues that are faced by the many countries committed to limit emissions of greenhouse gases by the year 2000, and currently negotiating actions to be taken beyond that date. Will be of great value to the international community of policymakers interested in the consequences of climate change, as well as to economists, social and natural scientists.

Book excerpt: Since the mid-seventies, electric utilities were faced with escalating construction costs, growing environmental plus siting constraints and increasing uncertainty in demand forecasting. To cope with the increasing demand for energy services, utilities can either invest in supply-side options (new generation, transmission and distribution facilities) or in demand-side options. Demand-side options include, policies, programmes, innovative pricing schemes and high-efficiency end-use equipment (equipment providing the same or better level of services but using less energy or peak power). Recent experience in both North America and Europe show that demand-side options are usually cheaper and less damaging from the environmental point of view, and also their potential can be tapped in a shorter term than other supply-side options. This workshop was directed at the discussion and analysis of cost-effective methodologies to achieve the supply of electric energy services at minimum cost and minimum environmental impact. The programme included new developments in power planning models which can integrate both supply-side and demand-side actions. Quantitative assessments of the environmental impact of different supply-demand strategies were analyzed. Planning models which deal with uncertainty and use multicriteria approaches were presented. Case studies and experiments with, innovative concepts carried out by utilities in several countries were discussed. Load modelling and evaluation of demad-side programmes was analyzed. Additionally, the potential for electricity savings in the industrial, commercial and residential sectors was presented. New research directions covering planning models, programmes and end-use technologies were identified.

In its first research programme, the Biodiversity Programme, the Institute brought together a number of leading economists and ecologists to address the theoretical and policy issues associated with the current high rates of biodiversity loss in such systems - whether the result of direct depletion, the destruction of habitat, or specialisation in agriculture, forestry and fisheries. l This volume reports some of the more policy-oriented work carried out under the programme. The broad aim of the programme is to further our understanding of the causes and consequences of biodiversity loss, and to identify the options for addressing the problem. The results have turned out to be surprising to those who see biodiversity loss primarily in terms of the erosion of the genetic library. The effects on climate changes are explored, and the report questions the extent to which land degradation on agricultural land, affects climate change. Does it increase emissions of greenhouse gases? Does it affect land's capacity to serve as a carbon sink? Can appropriate management enhance both land's productivity, and its capacity to store carbon? The carbon cycle in soils is analyzed, indicating land degradation is likely to reduce the ability of soils to serve as carbon sink, and release stored carbon into the atmosphere, and, bio-diversity effects are likely to be adverse. Global benefits of land degradation control, include afforestation, to allow increased carbon sequestration, and provide adequate bio-diversity habitats; and, community-based wildlife management, can provide alternatives to some marginal areas. Although integrating global dimensions into land degradation control projects, may reverse the field level, or national problems it is causing, difficulties and constraints will likely contribute to the failure of these projects.
