Book excerpt: Agri-environmental-climate schemes provide payments for ecosystem services by compensating farmers to implement management actions or obtain ecological results. To compare farmer preferences for action-based schemes, result-based schemes, or a hybrid, we conduct a discrete choice experiment in a case study from Germany. We elicited farmer preferences for alternative grassland biodiversity payments through an in-person survey and measured farm ecological performance using a biodiversity index. Results reveal that neither the payment mechanism nor its amount is a primary driver of farmer decision-making. Instead, the applicability of the prescribed management practice to the farming system, and the achievability of the outcome, are key for adoption. Intensive farmers are more likely to choose hybrid-based solutions than extensive farms, which prefer a result-based approach. Farms with higher biodiversity tend to accept result-based schemes more frequently and are willing to enrol a greater share of their land. Our findings suggest a potential lack of additionality but also that farmers' awareness about their farms' ecological potential influences uptake of result-based schemes. To encourage farmers to participate and enrol more land in these schemes, policy-makers should tailor the payment-mechanism to different farmers and provide in-site technical advice.

Book excerpt: Payments for Ecosystem Services (PES) programs have come into widespread use in recent decades. PES incentivize land managers to account for the value of ecosystem services (ES) that provide public benefits in their private decision-making. As programs can provide cash or in-kind incentives to rural land managers, they are also promoted for their potential to contribute to rural development, especially where economic opportunities may be otherwise limited. PES programs can vary significantly in the ES they target, the incentives they provide, the activities they incentivize, as well as in their scale, governance and participating actors. In this dissertation, I use a social-ecological systems framework to evaluate how the governance of PES influences both social and environmental outcomes to determine if trade-offs are occurring between multiple outcome types. I used a mixed-methods approach to evaluate PES impacts across scales, ranging from reviews of PES around the world to the impacts of particular PES interventions in rural Costa Rica. Specifically, I employed literature reviews, focus groups and semi-structured interviews to generate qualitative data and ecosystem services modeling, surveys and avian community composition analysis to generate quantitative data. My analyses revealed a range of positive social and environmental impacts of PES. Globally, I found that community engagement in local PES programs are improving social capital, community assets and program legitimacy. In rural Costa Rica, I found that local, community-based PES are improving the provisioning of multiple ES that are also directly benefiting local communities. Although the national PES program in Costa Rica is not generating significant ES benefits, cash payments are benefiting program participants and these cash payments may be enabling additional conservation activities on lands not under contract. Therefore, although PES may not be consistently generating "win-wins" for people and the environment, trade-offs are not inevitable. Additional monitoring and evaluation of a range of potential program impacts may help expand the evidence base regarding the conditions under which synergies can be maximized between social and environmental outcomes.

Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

These intermediaries can help to collect and distribute payments and to promote the scheme to potential beneficiaries. The benefits distributed should compensate for the transaction, opportunity and implementation costs incurred by stakeholders for providing ecosystem services. Therefore, calculating the costs and understanding who incurs them are essential for benefit sharing. Targeting benefits according to a set of criteria that match the objectives of the specific mechanism increases the mechanism’s efficiency. As the level of performance-based payments may not be able to compete with the opportunity costs of highly profitable land uses, performance-related benefit-sharing mechanisms should be focused on areas with moderate opportunity costs. Benefits should be divided into upfront payments to cover startup costs and to give an initial incentive for participation, and payments upon delivery of ecosystem services to ensure adherence to conditionality.

Book excerpt: Conservation of biodiversity serves a number of human needs, including maintenance of ecosystem services that are critical to the sustainability of all life. Effective biodiversity conservation will require better landowner incentives for restoration and protection of ecosystems. Many services produced from healthy, functioning landscapes are not well recognized in current conservation incentive structures, including sequestering or storing carbon in trees and soil, providing fish and wildlife habitat, filtering water, and reducing damages from natural disasters. Most existing incentive programs pay landowners to protect and restore a specific service rather than the suite of services produced from well-functioning ecosystems. Various incentive programs need to be better integrated or new programs need to be developed that value a greater proportion of the ecological benefits that flow from ecosystems. One promising option is to allow landowners to bundle or stack payments for ecosystem services. This option, however, also presents issues that need to be addressed to ensure ecological goals and economic efficiency are achieved. Current efforts underway address some of these issues. Specifically, collaborative efforts among public and private entities in the Pacific Northwest and Chesapeake Bay region are developing accounting tools to measure ecosystem services and test policies for bundling services and stacking payments on the ground. The U.S. government has also made a commitment to ensure coordination and integration of ecosystem market development by creating a dedicated agency under the U.S. Department of Agriculture called the Office of Environmental Markets.

Developing certification systems for forest ecosystem services is one potential way to define, quantify and verify these services in a way that buyers can trust, and this is why certification of ecosystem services is promoted by a number of environmental and forestry NGOs. Certification of ecosystem services is a useful concept, but many practical and theoretical obstacles must be addressed before it can be put into practice. This paper is a review of existing development in certification of ecosystem services, with information useful for designing and implementing projects to evaluate the efficacy of new systems. We discuss the potential use of more holistic concepts for measuring management sustainability, which are to date undeveloped and untested, and recommend developing pilot projects that are specifically designed to address a number of challenges inherent to ecosystem service certification.
